This lot is within the Shoreland District of Lake Elmo and <br />shoreland regulations apply. <br />Building Addition: The addition will add or expand existing areas for a family room, kitchen, <br />and bedroom. One existing bedroom will be abandoned and a new one added, therefore there is <br />no net change for septic system sizing. Incidently, the septic system was replaced recently. All <br />building setbacks can be met and no variances are required. <br />New Driveway to 30th Street: The proposed driveway will serve the accessary structure that was <br />recently approved. The concerns for this driveway are proof of ownership and drainage. <br />This 33-foot wide strip of land was part of an estate. Mr. Johnson has informed me that he now <br />owns the strip and some proof of ownership is at City Hall. As of this writing, I have not <br />reviewed this document, but proof of ownership must be demonstrated prior to issuing a permit. <br />The northerly end of this strip of land is low and collects spring runoff. It has no reasonable <br />outlet and high water could threaten adjacent drahnfields or structures. Mr. Johnson intends to <br />construct a 10' wide driveway on the east side of the strip and install a catch basin and drain tile <br />lines on the west side of the strip. The drain tile would drain to a large depression on Mr. <br />Johnson's 5-acre parcel and provide a positive outlet for low area adjacent to 30th Street. Mr. <br />Johnson would construct and maintain this private drain line. I will need to verify the elevation <br />difference between the two low spots and approve Mr. Johnson's design prior to construction of <br />the drainline. <br />
