Councilman Graves suggested it be <br />appropriate to identify an acre of suitable soils that we allow it to <br />be done consisting of a maximum of two parcels neither of which may be <br />less than .4 of an acre. <br />M/S/P Graves/Williams - to direct the staff to prepare the ordinance <br />amendment of the Lake Elmo Municipal Code to incorporate the amended <br />proposed Revision to "One Acr Rule as follows: "For A, RR, R-1, <br />R-2, and RE Zoning Districts, all newly subdivided lots shall have at <br />least one acre of land dedicated for septic system use This acre <br />may consist of a maximum of two peparate parcels neither of which may <br />consist of less than 0.4 acres..." and "For GB, HB or CB Zoning <br />Districts, all newly subdivided lots shall have at least one (1) acre <br />of land dedicated for septic system use or area, sufficient fnrtwo (2) <br />separate and distinct drainfield sites, whichever is greater. The <br />area may consist of a maximum of two (2) parcels, neither of which may <br />be less than 0.4 acre or the area sufficient for one drainfield, <br />whichever is greater." (Motion carried 4-0). <br />B. Comprehensive Plan <br />The consensus of the Council was to hold a workshop on the <br />Comprehensive Plan to discuss overall density and the Future Land Ilse <br />Map. <br />M/S/P Armstrong/Graves - to set up a Council workshop on the <br />Comprehensive Plan for Thursday, March 15, 1990, at 4:30 p.m. in the <br />Council chambers. (Motion carried 4-0). <br />C. Request from ReComp <br />Bob Healy, ReComp Inc., presented information on an organic soil <br />manufacturing and yard waste composting operations in conjunction with <br />Bob Mogren of Mogren Brothers Landscaping, on 20-acres at 1-94 and <br />County Road 15 (Manning Avenue). ReComp will lease and manage the <br />site, while the Mogren Brothers Landscaping firm will. retain <br />ownership; (Refer to Jim McNelly letter dated March 5, 1990) <br />Mayor Dunn thought the operation was too intensive, 160 trucks per day <br />and 160 tons per day, for the proposed location. <br />Councilman Williams voiced his doubts about the plan. Williams <br />stated, "I don't want this site to be a dumping ground for Ramsey and <br />Hennepin counties. We already have lots of problems in Lake Elmo <br />because we were once the dumping ground for Ramsey County. I don't <br />want it to happen again. Hennepin County and Ramsey County should <br />take care of their own yard waste. As long as the populated counties <br />can get away with shipping their waste to less populated counties, the <br />populated counties are not going to buckle down and do what they <br />should for all recycling and waste reduction." <br />Councilwoman Armstrong voiced her concern on 160 trucks per day and <br />160 tons per day was a very intense use for that site located in the <br />corner of our city. <br />
