CITY ENGINEER'S REPORT: <br />A. Woodbury's 494 Access Plan <br />City Engineer Larry Bohrer, reviewed the Environmental Assessment <br />Worksheet prepared for the I-494 related improvements and submitted <br />his (5) conclusions in his letter to the Council dated March 2, 1990. <br />M/S Graves/Williams - to direct the staff to forward Larry Bohrer's <br />conclusions listed in his letter dated March 7, 1990 to David Jessup, <br />Woodbury, on the I-494 Access Improvement Study. <br />M/S/P Graves/Williams - to amend the motion to include the comment <br />"Lake Elmo has not made provisions for the extension of Bielenberg <br />Drive into Lake Elmo in their Compehensive Plan and the City finds <br />there is a negative economic impact on Lake Elmo because Federal, <br />State and County monies are proposed to be used on the improvements <br />which will provide a benefit only to Woodbury." (Motion carried 4-0. <br />M/S/P Armstrong/Graves - to include in the staff's letter Larry <br />Bohrer's comment in asking the City of Woodbury to compare its <br />drainage plan to the Watershed Plan and correct any errors found. <br />(Motion carried 4-0). <br />M/S/P Graves/Williams - to direct the staff to forward Larry Bohrer's <br />conclusions, as stated, on the I-494 Access Improvement Study to David <br />Jessup, Woodbury. (Motion carried 4-0). <br />1. Lake Elmo finds there is no environmental impact on <br />Lake Elmo from the proposed improved access to I-494. <br />2. Lake Elmo finds there is a negative economic impact on <br />Lake Elmo because Federal, State and County monies are <br />proposed to be used on the improvements which will <br />provided a benefit only to Woodbury. <br />3. The Lake Elmo Comprehensive Plan has not made provisions <br />for this extension of Bielenberg Drive north on its <br />present alignment over I-94 and into Lake Elmo. if <br />Woodbury wishes to continue to show this extension on its <br />planning documents, a better location may be farther <br />to the east. Your proposed alignment lines up with an <br />existing commercial building, a wetland shown to be <br />utilized on Lake Elmo's drainage plan and an existing <br />petroleum pipeline. <br />4. The I-494 Access Improvement Area is generally within the <br />Ramsey Washington Metro Watershed District. The southwest <br />
