MAR 2 7 199Q <br />8301 Valley Creek Road • Woodbury, Minnesota 55125 • 612/739-5972 <br />March 22, 1990 <br />Ms. Mary Kueffner <br />City Administrator <br />City of Lake Elmo <br />3800 Laverne Ave. No. <br />Lake Elmo, Mn. 55042 <br />Subject: Public Hearing Comments <br />Dear Ms, Kueffner, <br />Thank you for your letter of March 7, 1990 regarding the City <br />of Lake Elmo comments on Woodbury's I-494 Access Improvement <br />Study. The purpose of this letter is to respond to each of <br />the comments contained in your letter, a copy of which is <br />attached. <br />Comment #1. <br />No response required. <br />Comment #2. <br />The City of Woodbury anticipates funding for selected <br />elements of the recommended roadway improvements to <br />be financed from Federal, State and County transportation <br />funds. The extent to which the use of these funds would <br />impact Lake Elmo is dependent upon the City of Lake <br />Elmo's need for the expenditure of similar funds for <br />transportation projects. The City of Lake Elmo may apply <br />for transportation funding in the same manner as will be <br />the City of Woodbury. The funding agency will make the <br />decision as to which projects in which cities are <br />ultimately allocated transportation funds. <br />Comment #3. <br />The I-494 Access Improvement Study does purpose a future <br />extension of Bielenberg Drive over I-94 into Lake Elmo. <br />Based upon the analysis performed as part of the Study, <br />it is anticipated that this roadway extension will not <br />be needed until near the year 2010. The City of Woodbury <br />recognizes that this roadway extension is not part of the <br />Lake Elmo Comprehensive Plan. The City of Woodbury <br />understands that such a roadway cannot be implemented <br />without the joint cooperation and effort of both cities. <br />As the need for such a roadway becomes more apparent due <br />to new development and increased traffic and congestion, <br />further discussions and evaluations of this proposal will <br />be performed in cooperation with the City of Lake Elmo. <br />
