The purpose of this letter is to respond to each of the comments contained in your letter, a copy of which is attached. Comment #1. No response required. Comment #2. The City of Woodbury anticipates funding for selected elements of the recommended roadway improvements to be financed from Federal, State and County transportation funds. The extent to which the use of these funds would impact Lake Elmo is dependent upon the City of Lake Elmo's need for the expenditure of similar funds for transportation projects. The City of Lake Elmo may apply for transportation funding in the same manner as will be the City of Woodbury. The funding agency will make the decision as to which projects in which cities are ultimately allocated transportation funds. Comment #3. The I-494 Access Improvement Study does purpose a future extension of Bielenberg Drive over I-94 into Lake Elmo. Based upon the analysis performed as part of the Study, it is anticipated that this roadway extension will not be needed until near the year 2010. The City of Woodbury recognizes that this roadway extension is not part of the Lake Elmo Comprehensive Plan. The City of Woodbury understands that such a roadway cannot be implemented without the joint cooperation and effort of both cities. As the need for such a roadway becomes more apparent due to new development and increased traffic and congestion, further discussions and evaluations of this proposal will be performed in cooperation with the City of Lake Elmo.
