Pump House Location: The nearest public road from which we could get access <br />is Isle Avenue, over 1/4 mile away. An improved road to the pump house is <br />necessary for the delivery of chemicals and routine maintenance. The cost <br />estimate doesn't seem to include an allowance for driveway construction. We <br />also feel that $15,000 for the pumphouse itself is too low, considering the safety <br />precautions for having chlorine and acid for fluoridation. <br />d. Tank Location: From a water distribution standpoint, the well and tank should <br />be placed apart from one another and equidistant from the concentrated areas of <br />demand. Based on that principle, the tank might better be placed on the east <br />side of Jainaca Avenue near 37th Street. We realize the Maintenance Building <br />site was probably chosen because it is higher in elevation and the City already <br />owns the land. We would like to run a quick hydraulic analysis to'check the <br />tank location as well as the proposed 6" and 4" main sizes. <br />`I <br />OperaRion and Maintenance Costs: It is generally more expensive to operate a small water <br />system per connection than a larger system, and it is certainly more expensive to operate a water <br />system than to operate individual wells. A ballpark figure for yearly O & M based on the City's <br />existing water system and not including chlorine, fluoride and depreciation, is approximately <br />$30,000 per year. If or when should the residents begun paying water bills, and will water meters <br />need to be installed? <br />Design. Construction, and Ownership of the Systeun; In 1985, the Counties agreed that the <br />City should design, construct and own the water system. The Counties would have review and <br />approval authority over the plans and specifications and pay all reasonable costs. Is this still the <br />case? <br />,Release From Liability; Will any release from liability be requested? <br />We believe these were the major points of discussion in 1985 and are still valid today as basis to <br />began negotiations. <br />Sincerely, <br />Larry D.
