PUBLIC HEARING: Improvement of 33rd Street from Lake Elmo <br />Avenue to Laverne and Laverne from 33rd Street to Highway 5 <br />B. PUBLIC HEARING: <br />Old Village Drainage Improvements <br />Acting Mayor Todd Williams opened up the Public Hearing at 7:12 p.m. <br />in the Council chambers. The Public Hearing notice was published in <br />the St. Croix Valley Press and all affected property owners were <br />notified. <br />City Engineer, Larry Bohrer, presented a proposal for a combination of <br />two projects: a storm water program and improvements for 33rd Street <br />from Lake Elmo Avenue to Laverne Avenue and Laverne Avenue from 33rd <br />Street to Highway 5. <br />Street Improvement: <br />Laverne Avenue and 33rd Street N. would be constructed to MSA <br />Standards. Laverne Avenue would be 34 feet wide with concrete curb <br />and gutters and 33rd Street would be 47 feet wide. This street design <br />would allow for angle parking on the south side of Upper 33rd, and <br />parallel parking on the east side of Laverne Avenue. The Upper 33rd <br />St. right-of-way is currently only 47 feet wide. It is proposed to <br />purchase 13 feet on the south side from the Lake Elmo Hardwood Lumber <br />Company in order to meet the MSA standard of requiring a 60 foot wide <br />right-of-way. The cost of right-of-way acquisition is eligible for <br />MSA Funds. The total estimated cost of the street improvements is <br />$181,700. <br />Drainage Improvements: <br />In order to reconstruct Laverne Avenue, drainage improvements must be <br />made. It is proposed to construct a trunk storm sewer from the <br />existing culvert under the railroad tracks to the existing culvert <br />west of Laverne Avenue. Bohrer explained the three outfall routes <br />(Route A, B, C) studies for this report. The selection of the storm <br />sewer route is dependent upon the ease or difficulty of obtaining the <br />necessary easements. The estimated assessments were calculated on the <br />basis of Route C. <br />Preliminary Financing Plan: (assuming Storm Sewer Route C). <br />Street Construction $146,700 <br />Storm Sewer $211,600 <br />Eng, Legal, Adm. 71,700 <br />Easements 15,000 <br />$445,000 TOTAL PROJECT COST <br />Estimated MSA Construction Funds <br />the City would get reimbursed: $253,700 <br />MSA Maintenance Funds Available: $ 42,300 <br />Remaining Amount to be Assessed: $149,000 <br />Bohrer proposed to assess each abutting parcel for the street <br />construction and recommended the assessment rate of $20 a Front Foot. <br />For the purpose of drainage, the assessment rate for the storm sewer <br />
