Of the <br />approximately 65 affected property owners who were notified of the hearing, the minutes <br />indicate that only 8 persons spoke, Of the 8 person,%, only 5 were proposed to be assessed. The <br />other 3 speakers were from outside the assessment area, Of the 8 persons who spoke, 5 just . <br />asked questions and 3 spoke against the project or the assessment, No one who lives along the <br />streets proposed to be improved spoke at the hearing. The City Office heard from at least one <br />property owner after the hearing objecting to the assessment. Peter Schiltgen spoke most <br />strongly against the project by stating he would fight any efforts to obtain easements across his <br />land. <br />The public hearing was closed, but no action was taken. The Engineer was instructed to <br />investigate alternate routes along the railroad track. <br />We have investigated other routes along the tracks or within the railroad righvofwway and have <br />not found any that are feasible. Installing the pipes along the south side of the tracks involves <br />deeper depths of excavation and would still involve an easement from Peter Schiltgen and others. <br />The railroad right-of-way itself already contains the tracks, telegraph lines, two fiber optic <br />cables, and a 12" high pressure gas main. <br />
