Honorable Mayor and City Council <br />Julie 1,1990 <br />Page 2 <br />P.3 <br />From the feasibility study and subsequent investigation, two points have become very clear; the <br />drainage improvements cannot be done without the street improvements because the financing <br />plan relies on MSA. funds paying about 67% of the total costs; and the City will have to deal with <br />Mr. Schiltgen regardless of which storm sewer option is chosen, It appears that the City has only <br />two options; do nothing or order the improvements as proposed. The "do nothing" option only <br />postpones dealing with the issue. Even if the complaints and property damage from the poor <br />drainage can be tolerated, sooner or later 33rd Street and Laverne Avenue will have to be <br />reconstructed. MSA funds cannot be used for the street unless proper storm sewer is also <br />installed, However, when the Council orders the project and resolves to obtain the necessary <br />easements, the property owners will know that the City will get the easements and may begin to <br />negotiate with the City for the best route. <br />Sincerely, <br />Larry D.
