DATE APPROVED: 8-21-90 <br />DATE ISSUED:- 8-30-90 <br />LAKE ELMO CITY COUNCIL MINUTES <br />JULY 23, 1990 <br />Mayor Dunn called the Special City Council meeting to order at 2:00 <br />p.m. in the City Council chambers. Present: Dunn, Hunt, Armstrong, <br />Graves and Administrator Kueffner. Absent: Councilman Williams. <br />1. AGENDA <br />Add: 3. Shoreland Permit: Gary Kimlinger, 9461 Jane Road N. <br />M/S/P Hunt/Graves - to approve the July 23, 1990 Special City Council <br />meeting agenda as amended. (Motion carried 4-0). <br />2. Request for a Rezoning to Ag and a C.U.P. to allow for a <br />Golf Driving Range. Applicant: Ray Salus <br />On July 17th a public hearing was held by the Council for a variance <br />to lot size in Agricultural Zoning. The Council approved granting a <br />variance for lot size in Ag Zoning based on Findings stated in the <br />motion. (See cc 7-17-90 Minutes). <br />The Council discussed prohibiting exterior lighting except on the east <br />side of the office and the entrance driveway will be in accordance <br />with the recommendation of Washington County, opposite of the new <br />entrance to "The Forest". <br />M/S/P Graves/Armstrong - to adopt Ordinance 8037, granting Raymond and <br />Jane Salus, 404 Lake Elmo Avenue, a rezoning from Rural Residential. to <br />Agricultural Zoning. (Motion carried 4-0). <br />M/S/P Hunt/Graves - to adopt Resolution 90-25, Resolution granting a <br />Conditional Use Permit to Raymond and Jane Salus, Country Air Golf <br />Driving Range, for commercial recreation of a rural nature in the <br />Agricultural Zoning District subject to the following conditions: <br />(Motion carried 4-0). <br />1. Existing road frontage be left in its current rural <br />condition with the addition of conifers such as blue <br />spruce to provide additional screening of business; <br />2. To be consistent with the rural character, a variance <br />will be granted to allow an unpaved driveway and parking <br />lot; <br />3. Exterior lighting is prohibited except on the east <br />side of the office, and said lighting shall not reflect <br />off of the property; <br />4. A sign will be allowed by the entrance with a maximum of <br />2.0 sq.ft. using natural colors. Trees and shrubs shall <br />be used to reduce the visibility of the sign from <br />residential property across the street; <br />
