LAKE ELMO CITY COUNCIL MINUTES AUGUST 21, 1990 PAGE 8 <br />the two variances, height of the bell tower and the size of the <br />parking spaces, the church has requested. <br />Since the PZ has recommended approval of the site and plan, the Church <br />requested they be allowed to start digging and grading prior to the <br />variance hearing scheduled for. September 18th. <br />M/S/P Hunt/Graves - to grant Guardian Angels Church an Excavating <br />Permit; contingent upon the Building Official's approval. (Motion <br />carried 5-0). <br />F. Other <br />1.0. CITY ENGINEER'S REPORT: <br />A. Update from Water Meeting of August 14, 1990 <br />At the informational meeting held August 14, the Council instructed <br />the City Engineer to investigate the feasibility of using Ideal Avenue <br />(CSAH 13) and TH 5 right-of-way instead of Lake Jane Trail. In his <br />letter to the Council, dated August 17th, Larry Bohrer passed on <br />information which he felt did not absolutely rule out an alternate <br />route; however, Lake Jane Trail seemed the most feasible early on in <br />the negotiations with the Counties and continues to be the most <br />economical. <br />The Council acknowledged receiving a letter from Thomas Janochoski, <br />8510 Lake Jane Trail, Lake Elmo. <br />M/S/P Graves/Armstrong - to accept Larry Bohrer's letter of August <br />17th, recommending the Lake Jane Trail route relative to routing of <br />the SW-1 water system and to have Larry Bohrer proceed with field <br />survey and design. (Motion carried 5-0). <br />The Council asked the City Engineer to show extra sensitivity to the <br />neighborhoods in siting of the pipeline. <br />B. Partial Payment to T.A. Schifsky, & Sons for <br />15th Street Improvements <br />City Engineer, Larry Rohrer, submitted copies of. Estimate and <br />Certificate No. 1 for the 15th Street MSA project in the amount of <br />$86,369.90. This estimate covers the grading, culverts, and sand <br />subbase portion of the work. Bohrer and the contractor have both <br />signed the estimate thus agreeing to the value of the work completed. <br />M/S/P Graves/Hunt - to approve Partial Payment No. 1 to T.A. Schifsky <br />& Sons in the amount of $86,369.90 for work completed on 15th Street. <br />(Motion carried 4-0-1 Abstain:Armstrong). <br />OTHER: <br />The City Administrator will be on vacation for one week, August <br />26-September 1, 1990. <br />
