LAKE ELMO CITY COUNCIh MINUTES AUGUST 2.1, 1990 PAGE 7 Williams checked with the City Attorney and Planner and found the City ( did not have to adopt the Comp Plan only on an interim basis, but would receive comments until December 3, 1990 from surrounding local governments, school districts and metropolitan and/or state agencies to be considered for incorporation into the Plan. M/S/P Williams/Hunt - to adopt Ordinance 8038, as amended, adopting the 1990 Comprehensive Plan for Lake Elmo with the Future Land Use Map as shown in published draft with the exception of Limited Business Zone extending 1/4 mile North of I-94 from approx. 3/16 mile West of Cty Road 13 to approx. 1/4 mile East of Cty Rd 19 and authorize staff to make technical corrections as recommended by the PZ as noted in public record. (Motion carried 5-0). C. Residential Estates Recommendation from Planning Commission The Council received the proposed RE Ordinance that had been approved by the Planning Commission at their August 13th meeting. The Council reviewed the RE Ordinance including sections that are covered under other portions of the existing code. The Council was in agreement with the RE standards the PZ recommended. Council consensus on road standards were 24' paved roadway, 4' gravel shoulders with the option of a 4' wide blacktopped bikepath on one side. M/S/P Hunt/Armstrong - to direct the PZ to hold a Public Hearing on September 10, 1.990 on the basic Residential Estates Ordinance, (301.070D. 4. Residential Estates) and request the PZ review the question for a reasonable and safe biking and pedestrian walkway. (Motion carried 5--0). When asked if the Council would permit concept review by PZ on RE Developments before this Ordinance is published, the Council agreed to concept reviews, but directed the City staff to warn potential developers that the standards have not been set and they would be proceeding at their own risk. D. Street Light Request: Jane Court N. & Jane Circle N. The Council received a petition from Marilyn Benesch requesting a street light at the intersection of Jane Court N. and Jane Circle N. Larry Bohrer had reviewed the request and found the intersection is near the crest of: the hill and recommended the installation of a street light for safety enhancement. M/S/P Armstrong/Graves - to approve installation of a street light at the intersection of Jane Court N. and Jane Circle N.; subject to verification of 75% of affected residents signing petition as required by our City ordinance. (Motion carried 5-0). E. Site and Plan Review: Guardian Angels Church The Planning Commission reviewed the site plan for the proposed new Guardian Angels Church.
