LAKE ELMO CITY COUNCIh MINUTES AUGUST 2.1, 1990 PAGE 7 <br />Williams checked with the City Attorney and Planner and found the City <br />( did not have to adopt the Comp Plan only on an interim basis, but <br />would receive comments until December 3, 1990 from surrounding local <br />governments, school districts and metropolitan and/or state agencies <br />to be considered for incorporation into the Plan. <br />M/S/P Williams/Hunt - to adopt Ordinance 8038, as amended, adopting <br />the 1990 Comprehensive Plan for Lake Elmo with the Future Land Use Map <br />as shown in published draft with the exception of Limited Business <br />Zone extending 1/4 mile North of I-94 from approx. 3/16 mile West of <br />Cty Road 13 to approx. 1/4 mile East of Cty Rd 19 and authorize staff <br />to make technical corrections as recommended by the PZ as noted in <br />public record. (Motion carried 5-0). <br />C. Residential Estates Recommendation from Planning Commission <br />The Council received the proposed RE Ordinance that had been approved <br />by the Planning Commission at their August 13th meeting. <br />The Council reviewed the RE Ordinance including sections that are <br />covered under other portions of the existing code. The Council was in <br />agreement with the RE standards the PZ recommended. Council consensus <br />on road standards were 24' paved roadway, 4' gravel shoulders with the <br />option of a 4' wide blacktopped bikepath on one side. <br />M/S/P Hunt/Armstrong - to direct the PZ to hold a Public Hearing on <br />September 10, 1.990 on the basic Residential Estates Ordinance, <br />(301.070D. 4. Residential Estates) and request the PZ review the <br />question for a reasonable and safe biking and pedestrian walkway. <br />(Motion carried 5--0). <br />When asked if the Council would permit concept review by PZ on RE <br />Developments before this Ordinance is published, the Council agreed to <br />concept reviews, but directed the City staff to warn potential <br />developers that the standards have not been set and they would be <br />proceeding at their own risk. <br />D. Street Light Request: Jane Court N. & Jane Circle N. <br />The Council received a petition from Marilyn Benesch requesting a <br />street light at the intersection of Jane Court N. and Jane Circle N. <br />Larry Bohrer had reviewed the request and found the intersection is <br />near the crest of: the hill and recommended the installation of a <br />street light for safety enhancement. <br />M/S/P Armstrong/Graves - to approve installation of a street light at <br />the intersection of Jane Court N. and Jane Circle N.; subject to <br />verification of 75% of affected residents signing petition as required <br />by our City ordinance. (Motion carried 5-0). <br />E. Site and Plan Review: Guardian Angels Church <br />The Planning Commission reviewed the site plan for the proposed new <br />Guardian Angels Church. The PZ recommended that the City Council <br />approve the site and plans contingent upon the Council's approval of <br />
