LAKE ELMO CITY COUNCIL MINUTES AUGUST 7, 1990 PAGE 4 <br />was using his home as a duplex. The Council received a response from <br />the resident of 2461 Lisbon Avenue indicating that he has live -in -help <br />which will be finished in the next couple of weeks. <br />Since the live -in -help will be finished in a couple of weeks, the <br />Council asked the staff to follow-up after this two week period. The <br />Building Official indicated a second kitchen is not regulated by the <br />Uniform Building Code. He asked for clarification of "Live -In -Help". <br />8. CITY ENGINEER'S REPORT: <br />A. PUBLIC HEARING: Patch and Overlay of 31st,St. <br />Mayor Dunn opened up the Public Hearing at 8:56 p.m. in the City <br />Council Chambers. The public hearing notice was published in the St. <br />Croix Valley Press and all affected property owners were notified. <br />Larry Bohrer presented the feasibility report on 31st Street from CSAB <br />6 to TH 5 for Bituminous Patching and Overlay. 31st Street from <br />Stillwater Boulevard (CSAH 6) to TH 5 is a Municipal State Aid Street. <br />It generally consists of two 11 foot wide bituminous surface driving <br />lanes plus 4 foot wide gravel shoulders. In many places these <br />shoulders have become overgrown with vegetation. The 1989 traffic <br />counts on this street is 350 vehicles per day. The total project cost <br />is $39,480.00. If shoulders are not paved, estimated project cost is <br />$33,720. <br />Ted Sterbenk, 9141 31st St. N., and John Sandstrom, 9077 31st St., <br />submitted a petition stating they were against the improvements <br />proposed because they do not feel the improvements are necessary at <br />this time. If anything is done, it should be a sealcoat. They noted <br />they do not have 3 or 4' shoulders. <br />Joan Moszer, 9095 31st St. N., stated she was against the project <br />before she heard the City Engineer's presentation. She was in favor <br />of the project and the $200 assessment. <br />Steve Chlebeck, 9018 31st St., stated he was against the project when <br />he got the public hearing notice. Now, that he heard there would only <br />be a $200 assessment, he would be in favor of the project. <br />William Hughes, 9038 31st St.N., stated he was in favor of this <br />project as long as it was MSA funded. If we can stay within the $200 <br />assessment, he felt the City should do the project. He asked the <br />Engineer to look into a possible culvert. <br />Mayor Dunn closed the public hearing at 9:34 p.m. <br />M/S/P Hunt/Graves - to adopt Resolution 90-27, Ordering the Patching <br />and Overlay of 31st Street with shoulders from CSAH 6 to THS. (Motion <br />carried 4-0). <br />
