LAKE ELMO CITY COUNCIL MINUTES AUGUST 7, 1990 PAGE 6 <br />M/S/P Graves/Hunt - to direct the City Engineer to proceed with Phase <br />I which includes the field study and survey. (Motion carried 4-0.) <br />Bohrer will bring this information back to the Council for written <br />authorization. <br />When asked about the billing cycle, Bohrer indicated the County has <br />agreed to payment for engineering, subject to terms of the June 2.6th <br />agreement. They would not pay if there was not an agreement entered <br />into. <br />9. CITY ATTORNEY'S REPORT: <br />Councilman Williams requested the monthly litigation report be sent in <br />their regular City Council packets so they could have more time for <br />review. Attorney Knaak responded this could be done now because the <br />problem of litigation information being circulated is gone. <br />10. CITY COUNCIL REPORTS: <br />A. Council Workshop with Maintenance Department <br />and Fire Department: Lee Hunt <br />Councilman Hunt has contacted Dan Olinger and Dick Sachs about setting <br />up a tour through their departments for interested Council members. <br />The Council will submit their work schedule and the administrator will <br />co-ordinate tour dates with each department. <br />In regard to Chief Sach's request to repair the tele-squirt, <br />Councilman Hunt reported he and Mayor Dunn inspected the Tele-squirt <br />and found significant rust damage. They indicated this was an <br />appropriate repair request and there was money ($8000) in the reserve <br />fund for this repair. <br />M/S/P Hunt/Graves - to direct the Fire Dept. to proceed with the low <br />bid in the amount of $7880.00 from General Safety Equipment Corp. for <br />repair of the Tele-squirt. (Motion carried 4-0). <br />B. V.B.W.D. Tour - Follow -Up <br />Mayor Dunn updated the Council on the VBWD tour of July 23rd. The <br />VBWD asked the help from Cities to enforce clearing of culverts and <br />sedimentation fences be installed where needed when new development is <br />proposed. They suggested the Building Official talk to VBWD to get <br />their input on procedure for building permits. <br />C. Update on Temporary Asphalt Plant in Section 32 <br />Mayor Dunn reported Oakdale has permitted Dan Dolan to lease land <br />temporarily to Valley Paving for an Asphalt Plant on the Brockman <br />property in Section 32. The contractor's prefered area for the asphalt <br />plant was at the Fleet Farm site, I-694 and Hyw 36, and it was not <br />allowed. Oakdale, nor MnDOT, realized Helmo Avenue was in Lake Elmo; <br />consequently, the City was not informed. The Council voiced their <br />
