LAKE ELMO CITY COUNCIL MINUTES AUGUST 7, 1990 PAGE 7 <br />concern on possible road damage because there is no road restoration <br />agreement. They also requested investigaton of filling being done in <br />this area and the impact on the wetlands. <br />D. Joint Meeting with Planning Commission and City Council <br />The City Council called a workshop with the Planning Commission for <br />August 13, 1990 at 7:00 p.m, to work on the Comprehensive Plan and <br />Residential Estates and Freeway Business District Ordinances. <br />1.1. CITY ADMINISTRATOR'S REPORT: <br />A. Request from DPRA for Reconsideration of Increase <br />for Services <br />M/S/P Hunt/Williams - to bring back the request from DPRA for Council <br />consideration. (Motion carried 4-0). <br />At the July 21st meeting, the Council on a 2-1 vote denied the request <br />of DPRA for a rate incrase. The Council received a letter, dated July <br />31, 1990, from Robert Reid, DPRA, stating they find themselves making <br />this request of Lake Elmo because they didn't include a clause in the <br />contract as they normally do to pass on the cost of such salary <br />adjustments and took the position, based on information from Lake Elmo <br />and Washington County regarding the anticipated EIS schedule. As <br />indicated in their May 24th letter to Todd Williams, the adjustment in <br />their labor rates, if approved, would add only $2,937 to the total <br />proposed project cost of $98,098, including contingency raising the <br />total to $101.035. DPRA asked the City to reconsider this decision on <br />their request for approval to increase the labor rate charge in <br />accordance with their salary costs for staff working on the EIS review <br />project. <br />M/S/P Hunt/Williams - to grant DPRA. the adjustment in labor rates <br />retroactive to April 1, 1990 in the amount of $2,937 for staff working <br />on the EIS review for the Proposed Landfill Site in Lake Elmo. <br />(Motion carried 3-1: Graves: He felt 7% was a healthy increase <br />(includes cost of living and peformance and/or promotion increase) in <br />salary expense for all employees and should have been factored into <br />the contract. He appreciated the quality of work DPRA has provided <br />the City, but felt the Councl had a fiscal responsibility to our <br />residents.) <br />B. Request from Deputies for Oxygen Tank <br />Deputy Kurtz has asked the City to consider purchasing a portable <br />resuscitator/respirator (approx. $4700) to be carried with them in <br />their cars while they are on duty in Lake Elmo. The County does not <br />have funds available to purchase this equipment. The Finance Director <br />indicated the City is under budget for our police protection. <br />Since the deputies are usually the first responders to a medical <br />emergency and with communicable diseases growing at uncontrollable <br />levels, the Council believed this to be a good purchase and would <br />protect the health of our deputies. <br />
