DATE APPROVED: 11/8/90 <br />DATE ISSUED: 11/16/90 <br />LAKE ELMO CITY COUNCIL MINUTES <br />OCTOBER 16, 1990 <br />i <br />Mayor Dunn called the City Council meeting to order at 7:00 p.m, in <br />the Council Chambers. Present: Mayor Dunn, Hunt, Williams, <br />Armstrong, City Engineer Bohrer and Administrator Kueffner. Absent: <br />Councilman Graves <br />1. AGENDA <br />Add: 7. Letter from Deputy Kurtz regarding Speed Complaints, 9C. <br />Telephone System, 8A. Items out of the Comprehensive Plan: Lee Hunt <br />M/S/P Hunt/Armstrong - to approve the October 16, 1.990 City Council <br />agenda as amended. (Motion carried 4-0). <br />2. MINUTES: October 2, 1990 <br />M/S/P Williams/Armstrong - to approve the October 2, 1990 City Council <br />minutes as amended. (Motion carried 3-0-1: Abstain: Hunt) <br />3. CLAIMS <br />M/S/P Hunt/Williams - to approve the October 16, 1990 Claims #93899 <br />thru $93945 as presented. (Motion carried 4-0). <br />4. REAPP REPORT <br />Todd Williams reported at a. special meeting on Sunday REAPP made a <br />list of 40 action items which they would like to try to accomplish as <br />part of the public information campaign. A written summary of these <br />action items will be sent to the Council in the next Council packet <br />for discussion at the November 8th meeting. <br />5. CITY ENGINEER'S REPORT: <br />A. PUBLIC HEARING: Pass on Assessment for Lampert Street <br />Improvement to Wilmer & Harriett Arndt, 3315 Lampert Avenue <br />The Public Hearing notice was published in the St. Croix Valley Press <br />and the affected property owner was notified. <br />At the last meeting, Larry Bohrer brought to the Council's attention <br />the fact that the name of Wilmer and Harriet Arndt was inadvertently <br />left off the Lampert Avenue improvement roster. This public hearing <br />is to comply with state law to pass this assessment of $694.56 onto <br />the benef.itting property owner. <br />Mayor Dunn opened up the public hearing at 7:34 p.m. in the City <br />Council chambers. <br />Harriett Arndt, 3315 Lampert Avenue, stated her objection to the <br />assessment method used and felt the fair assessment method would be by <br />front footage. <br />
