LAKE ELMO CITY COUNCIL MINUTES OCTOBER 16, 1990 PAGE 7 <br />M/S/P Williams/Hunt. - to move Agenda Item 6C before Agenda Item 6B. <br />(Motion carried 4--0). <br />B. DeMontreville Park Access <br />Several months ago the Council directed the staff to notify residents <br />abutting, or in close proximity to, the area of the easement to <br />DeMontreville Park, the Ci.ty's intention to proceed with the <br />improvements and asked for input as to whether there would be a <br />preference for a bituminous covering rather than the gravel. <br />David VanLandschoot presented a memo to the Council/Parks Commission <br />stating the neighbors opposition to the walkway and requesting <br />abandonment of the walkway easement. He added they felt the easement <br />was ill. -conceived and considered this taking of the neighbor's land. <br />The Council asked that this petition for abandonment of walkway <br />easement signed by interested neighbors be presented to the Parks <br />Commission for their response. <br />Councilman Williams asked if the City insisted on having this easement <br />and walkway, what were their feelings of a gravel walkway versus a <br />bituminous walkway. A resident answered, "How would you like a <br />landfill in the Regional Park --that is how strong our opposition is to <br />the walkway." <br />M/S/P Willians/Hunt - to postpone consideration until a recommendation <br />is received from the Parks Commission on abandonment of walkway <br />easement in DeMontreville Highlands. (Motion carried 4-0). <br />OTHER: <br />Jim Nora, 5439 Highlands Trail, complained about the speeding in this <br />area and asked for visible speed signs. Nora alerted the City of an <br />open storm sewer behind his house the children in the neighborhood <br />have discovered. <br />The City Engineer and Foreman will be made aware of this open culvert. <br />Deputy Kurtz, noted there is a speeding problem throughout the City, <br />but will monitor the area. <br />C. Recommendation from Planning Commission on request to move <br />mobile home onto property located CR 15 and I94: Bob Mogren <br />Bob Mogren wishes to move a manufactured home as a residence for the <br />person that is the caretaker of their sod fields onto the property he <br />leases near County Road 15 and 1-94. The manufactured home will be <br />placed on an old house site among existing out -buildings and trees. <br />The caretaker has worked for Mogren Bros, for 15 years and has <br />prevented such vandalism as snowmobiles, three-wheelers, cars, and <br />parties from ruining the sod fields. The Planning Commission reviewed <br />this application and wished to enable Mr. Mogren to have a watchman on <br />his property. The PZ's concerns and recommendation is listed in their <br />October 8, 1990 minutes. <br />
