LAKE ELMO CITY COUNCIL MINUTES OCTOBER 2, 1990 PAGE 3 <br />Mayor Dunn closed the public hearing at 7:54 p.m. <br />M/S/P Williams/Graves - to adopt Resolution 90-32 Adopting Assessment <br />for the Improvement of 31st Street from Stillwater Boulevard to TH5 <br />and passing on the assessment of $200.00 per lot to each benefitting <br />property owner. (Motion carried 4-0). <br />B. Partial Payment No. 2 to T.A.. Schifsky & Sons for MSA Work <br />on 15th Street - $69,400.1.6 <br />Larry Bohrer reported the bituminous surfacing and shoulder surfacing <br />is now complete on 15th Street. The work remaining includes final <br />ditch grading, seeding and mulching. Bohrer recommended payment of <br />Estimate and Certificate No. 2 to T.A. Schifsky and Sons in the amount <br />of $69,400.3.6. <br />M/S/P Williams/Graves - to approve Partial Payment No. 2, for MSA Work <br />on 15th Street to T.A. Schifsky & Sons in the amount of $69,400.16 <br />based on the recommendation of the City Engineer. (Motion carried <br />3-0-1: Abstain: Armstrong). <br />C. Fire Protection Update <br />Larry Bohrer reported, at the last Council meeting, direction was <br />given to contact Oakdale regarding an amendment that would allow for <br />the Lake Jane landfill area fire protection, if the City chooses, to <br />be added to the water system. A proposed amendment was provided and <br />was passed by the Oakdale City Council. Oakdale agrees to furnish and <br />deliver to Lake Elmo from the water supply system of: Oakdale the fire <br />flow of up to 1000 gpm for fire suppression emergencies. Bohrer <br />recommended holding a. new public hearing on October 16th for fire <br />protection outside of the well. advisory area. <br />M/S/P Graves/Williams - to direct the City staff to call a public <br />hearing for 7:35 p.m. during the October 16th City Council meeting to <br />discuss expanding the capacity of the Lake Jane Well Advisory Area <br />water system for fire protection only according to the revised plans <br />of extending the distance between fire hydrants and enlarging the area <br />outside of the well advisory area that would benefit from the upgraded <br />system. The estimated cost per lot is $41.5. (Motion carried 4-0). <br />Former Fire Chief Fran Pott suggested that the Council further reduce <br />the cost for fire protection by eliminating $30,000 for. shut -off - <br />valves. The valves, according to Bohrer, would allow maintenance and <br />repair work on portions of the system without shutting down the entire <br />utility. <br />
