Bohrer suggested holding a separate hearing on October <br />16 to levy the Arndt's assessment. <br />Mayor Dunn closed the public hearing at 7:42 p.m. <br />M/S/P Graves/Williams - to adopt Resolution No. 90-31 Adopting <br />Assessment for the Improvement of Lampert Avenue from 32nd Street to <br />33rd Street and passing the assessment of $694.56 per lot to each <br />benefitting property owner. (Motion carried 4-0). <br />M/S/P Williams/Graves - to call an Assessment Hearing on Lampert <br />Avenue Street Improvements for Wilmer and Harriett Arndt, 3315 Lampert <br />Avenue, at 7:30 p.m. on October 16, 1990. (Motion carried 4-0). <br />2. 31st Street (Stillwater. Boulevard to TH5) <br />Mayor Dunn opened up the public hearing at 7:45_p.m. in the City <br />Council chambers. The public hearing notice was published in the St. <br />Croix Valley Press and all affected property owners were notified. <br />Larry Bohrer submitted the final assessment tabulations for 31st <br />Street (Stillwater Boulevard to TH5) Bituminous Patching and Overlay. <br />Construction Cost $22,946.44 <br />Engineering 3,710.00 <br />Administration 690.00 <br />Total Cost $27,346.44 <br />Less 1990 MSA Mtnc Funds-$22,946.44 <br />ASSESS $ 4,400.00 <br />Assessment Rate = $4,400.00/22 Lots = $200/LOT <br />Previously Estimated = <br />$200/LOT <br />Bill Hughes, 9038 31st St., asked if the grass seed should be <br />compacted. Bohrer responded the shoulder was too narrow to mulch; <br />therefore, loose seeding seems to work. <br />Gloria Knoblauch voiced her appreciation on the new overlay, but noted <br />some of the residents on her street felt the state funds should be <br />spent on TH 5. <br />
