LAKE ELMO CITY COUNCIL MINUTES OCTOBER 2, 1.990 PAGE 5 <br />B. Budget <br />The Council discussed the 1991 Pay Plan which was recommended by the <br />Personnel Committee. (See Attachment A) <br />M/S/P Graves/Armstrong - to approve the 1991 pay plan as recommended <br />by the Personnel Committee. (Motion carried 3-0-1: Williams indicated <br />he had no argument with the job that the Finance Director has done, <br />but wanted the 24% pay increase spread over a 2 year period and the <br />increase of the Clerk -Typist changed to 100.) <br />The Council asked the Finance Director to summarize the CIP's and <br />points of discussion from the Budget workshop. <br />C. Memo from D.N.R. <br />The Administrator reported that in 1991 the City will be asked to <br />revise our ordinance to incorporate the new DNR shoreland regulations <br />at the DNR.'s expense. In the meantime the DNR felt the City can issue <br />any shoreland permits directly where no variances are required. <br />D. Letter from Browns Creek Watershed <br />The Council received a letter from Nile Kriesel, Secretary, BCWMO, <br />requesting a primary and an alternate representative from the Browns <br />Creek WMO in Lake Elmo. There is a very small portion of the City in <br />this Watershed. The Council asked the staff alert the public of the <br />need for a representative on the BCWMO through the newsletter and <br />cable TV. <br />E. Administrator's Performance Evaluation <br />The Council was asked to submit their comments to Councilmen Graves or <br />Hunt. <br />F. Agreement for Auditing/Accounting Services for 1990/91: <br />Voto, Tautges, Redpath & Co. Ltd. <br />The Council received a copy of an Agreement for Auditing/Accounting <br />Services for 1990/1991. This contract is similar to last year's <br />contract except for rate changes necessitated by general economic <br />factors. Rates have increased an average of 5%. <br />Councilman Williams indicated the firm has given satisfactory <br />performance for years, but suggested we investigate other firms which <br />could give us the same service for less money. The majority of the <br />Council indicated they were happy with the services of this firm and <br />if a new f_irm's bid came in lower, it would take more staff time and <br />expense to bring the firm up-to-date. <br />M/S/P Armstrong/Graves - to approve the Agreement for <br />Auditing/Accounting Services for 1990/1991 to Voto, Tautges, Redpath & <br />Co., Ltd. (Motion carried 4-0).- <br />
