Red Ribbon Campaign <br />I <br />The Third Annual Red Ribbon Week, October 21-28, 1990, is sponsored <br />locally by the Community Prevention Project of Human Services, Inc. in <br />Washington County. Red Ribbon Week is part of a national campaign of <br />the National Federation of Parents for Drug Free Youth. The Council <br />supported the goal of Red Ribbon Week which is to present a visible <br />and unified commitment to reduce and prevent the abuse of alcohol and <br />other drugs. <br />H. Request by Elmo View Townhouse Association <br />The Council received a letter from Charles Kent, President of Elmo <br />View Townhouse Assoc., requesting a refund of property taxes ($635.44) <br />on property the city acquired for the 201 Project on September 22, <br />1986, but the deeds did not get filed until the following year. (See <br />Letter dated June 18, 1990). <br />M/S/P Graves/Armstrong - to authorize a reimbursement of property <br />taxes in the amount of $635.44 to the Elmo View Townhouse Association. <br />(Motion carried 4-0). <br />I. Letter from Mayor of Ham Lake on HUD -FHA loans <br />in Metro Rural Area <br />At the last meeting, the Council received a letter from Marilyn <br />Schultz, Mayor of Ham Lake, requesting support for reversal of the <br />recently imposed exclusion from FHA loan approval in our area for <br />homes on less than 10 acres. The Administrator offered. a Resolution <br />for Council approval. <br />M/S/P Graves/Armstrong - to adopt Resolution No. 90-33, A Resolution <br />Requesting Relief from the Federal Housing Administration (FHA) <br />Requirement to Meet the Metropolitan Council General Rural Use Density <br />Policy; contingent on the City Attorney's approval. (Motion carried <br />4-0). <br />M/S/P Williams/Graves - to adjourn the City Council meeting at 9:35 <br />p.m. (Motion carried 4-0). <br />-------------- <br />Resolution No. 90-31 Adopting Assessment for the Improvement of <br />Lampert Avenue from 32nd Street to 33rd Street and passing the <br />assessment to each benefitting property owner. <br />Resolution No. 90-32 Adopting Assessment for the Improvement of 31st <br />Street from Stillwater Boulevard to TH5 and passing on the assessment <br />to each benefitting property owner. <br />Resolution No. 90-33 Requesting Relief from the Federal Housing <br />Administration (FHA) Requirement to Meet the Metropolitan Council <br />General Rural Use Density Policy. <br />
