DATE APPROVED: 11/20/90 DATE ISSUED: 11/30/90 LAKE ELMO CITY COUNCIL MINUTES NOVEMBER 8, 1.990 6:30 EXECUTIVE SESSION Acting Mayor Williams called. the City Council meeting to order at 7:15 p.m. in the City Council chambers. Present: Williams, Hunt, Graves, Armstrong, City Engineer Bohrer, City Attorney Carlson and Administrator Kueffner. Absent: Mayor Dunn was attending an SPSE Meeting. ACTING MAYOR WILLIAMS ACKNOWLEDGED THE ATTENDANCE OF THE NEWLY ELECTED MAYOR ELECT, DAVE JOHNSON, AND NEWLY ELECTED COUNCILMEN, JESS MOTTAI AND DICK JOHNSON. 1. AGENDA Add: 7A. Ja.nochoski letter regarding the Lake Jane Water Supply, 10E. Update on traffic and speed issues within the Old Village and including Dick Acree's letter. M/S/P Graves/Hunt - to approve the November 8, 1.990 City Council agenda as amended. (Motion carried 4-0). 2. MINUTES: October 16, 1990 M/S/P Hunt/Graves - to approve the October 16, 1.990 City Council minutes as amended. (Motion carried 3-0-1 Abstain: Graves). 3. CLAIMS M/S/P Armstrong/Graves - to approve the November 8, 1990 Claims #93946 thru #94036 as presented. (Motion carried 4-0). 4. PUBLIC INQUIRIES Rhonda Smothers stated she lives one-half mile east on Hwy 36 next to Sun Country. She has been unable to sell her property as residential, but had many business inquiries. Smothers asked for Council direction to rezone her five acres from Residential to Commercial. The Council informed her the City recently passed a Comp Plan which shows this area remaining Residential. Council directed her to City Hall. to apply for an application for rezoning. 5. REAPP REPORT Rita Conlin, REAPP Member, explained REAPP formulated a plan to build a public information campaign. This concept proposal was included in their Council packet. REAPP asked the Council and Council -elect to call a workshop with REAPP to work together on initiating the county -wide public information effort. (See public awareness concept plan along with a Phase I Plan).
