DATE APPROVED: 11/20/90 <br />DATE ISSUED: 11/30/90 <br />LAKE ELMO CITY COUNCIL MINUTES <br />NOVEMBER 8, 1.990 <br />6:30 EXECUTIVE SESSION <br />Acting Mayor Williams called. the City Council meeting to order at 7:15 <br />p.m. in the City Council chambers. Present: Williams, Hunt, Graves, <br />Armstrong, City Engineer Bohrer, City Attorney Carlson and <br />Administrator Kueffner. Absent: Mayor Dunn was attending an SPSE <br />Meeting. <br />ACTING MAYOR WILLIAMS ACKNOWLEDGED THE ATTENDANCE OF THE NEWLY ELECTED <br />MAYOR ELECT, DAVE JOHNSON, AND NEWLY ELECTED COUNCILMEN, JESS MOTTAI <br />AND DICK JOHNSON. <br />1. AGENDA <br />Add: 7A. Ja.nochoski letter regarding the Lake Jane Water Supply, <br />10E. Update on traffic and speed issues within the Old Village and <br />including Dick Acree's letter. <br />M/S/P Graves/Hunt - to approve the November 8, 1.990 City Council <br />agenda as amended. (Motion carried 4-0). <br />2. MINUTES: October 16, 1990 <br />M/S/P Hunt/Graves - to approve the October 16, 1.990 City Council <br />minutes as amended. (Motion carried 3-0-1 Abstain: Graves). <br />3. CLAIMS <br />M/S/P Armstrong/Graves - to approve the November 8, 1990 Claims #93946 <br />thru #94036 as presented. (Motion carried 4-0). <br />4. PUBLIC INQUIRIES <br />Rhonda Smothers stated she lives one-half mile east on Hwy 36 next to <br />Sun Country. She has been unable to sell her property as residential, <br />but had many business inquiries. Smothers asked for Council direction <br />to rezone her five acres from Residential to Commercial. <br />The Council informed her the City recently passed a Comp Plan which <br />shows this area remaining Residential. Council directed her to City <br />Hall. to apply for an application for rezoning. <br />5. REAPP REPORT <br />Rita Conlin, REAPP Member, explained REAPP formulated a plan to build <br />a public information campaign. This concept proposal was included in <br />their Council packet. REAPP asked the Council and Council -elect to <br />call a workshop with REAPP to work together on initiating the <br />county -wide public information effort. (See public awareness concept <br />plan along with a Phase I Plan). <br />
