1 November 1,90 Dear Lase Elmo Mayor, Council Members and City Administrator, On Sept. lath., the Council decided against a end landfill referendum that would extend the current levy an additional ,years in order- to fund a county wide public information effort. In lieu of this funding mechanism, the Council indicated a willingness to consider the use of current referendum dollars to fund this effort and requested that Re.H.P- . specifically define the elements, and their costs, that would be contained in an overall public information effort. Consistent with this Council request., the +allowing proposal is presented for consideration by the Council. On Oct. 14Lh, a special ReAPP meeting was held to identify all action items necessary for an effective county -wide ,public information effort. The following 41 action items represent the over-all strategy and constitute the basis for the proposal. Action items were first of all divided into the categories of "PLANNED EVENTS" and "ON -GOING ISSUES". The category of "ON- GOING ISSUES" was further divided into the components of "COMMUNICAT! DNS". "LOBBYING "MEMBERSHIP'' and ''FUND RAISING". The action items in all categories are prioritized. The column anti tiedT "PEOPLE RESOURCE(S) NEEDED" was constructed by identifying those people resources that are currently available and those people resources that, although not currently available, world be needed to carry out the particular action item. The question was then asked, "ideally and realistically, what people resources do we need to put behind a particular action item in order to make it happen?" In all cases, the 1st resource identified is viewed as the primary parson(s) responsible for ensuring that the action item is carried out.
