City of Lake Elmo <br />October 26, 1990 <br />Page 2 <br />ACTION NEEDED: I will meet with Larry Bohrer next week (October 29 - <br />November 2) to prepare the required information <br />The goals and policies for private septic systems (page 49) should be <br />clarified to read that private package treatment systems for new <br />development will not be allowed and only where existing systems have <br />failed will the City allow properly designed private treatment system <br />for multiple properties. <br />ACTION NEEDED: I believe the City Council agrees with this position <br />and the policy should be reworded. <br />The Metro Staff questioned why the City's population projections were <br />higher than their projects. Metro Council projects the year 2000 popu- <br />lation as 6,600 and our plan (page 8 and 35) projects a 2000 population <br />of 7,200. Also, they question the projected population shown by TAZ <br />zones (page 35). <br />ACTION NEEDED: This may be an issues that we agree to disagree on. <br />On page 8 we state that part of the reason for a low projection by the <br />Metro Council is that they predict a decrease in family size and an <br />overall decrease in the growth rate of the entire Metropolitan area. <br />They did not consider our RED land use designation and anticipated de- <br />velopment in new areas of the City. The City does not wish to disagree <br />or argue with the Metropolitan Council on this point. If development <br />does not occur, that's fine. However, we believe our projections are <br />more realistic based upon past building permit records and new land use <br />designations. The projected population by TAZ zones reflect the new RED <br />land use and anticipated growth. <br />The following issues were raised relative to Map 12 (page 30A): <br />1. Street names are not legible. <br />2. Highway 36 should be labeled as a Principal Arterial. <br />3. County Road 10 and Inwood Avenue should both be labeled as <br />Minor Arterials. <br />4. The map does not acknowledge or show the I-94 bridge crossing <br />from Bielenberg Drive in Woodbury. <br />
