Black <br />DATE: October 26, 1990 <br />RE: Meeting with the Metropolitan Council Staff <br />On Thursday, October 25, 1990, a meeting was held at the offices of the <br />Metropolitan Council to receive comment on the City's Comprehensive Plan <br />update. The purpose of the meeting was to address Chairman Keefe's <br />letter dated October 5, 1990 (copy attached) and to determine what <br />information had to be added to the Plan update in order to start the <br />Metropolitan Council review period. <br />The Metropolitan Council staff members in attendance were Richard <br />Thompson, Ann Braden and Jack Frost. Along with myself, Councilmember <br />Todd Williams, City Administrator Mary Kueffner and City Engineer Larry <br />Bohrer were there representing the City of Lake Elmo. <br />We discussed items relative to the Plan completeness and other <br />additional comments pertaining to issues or information which did not <br />delay the review period but were "helpful suggestions". Listed below <br />are the items or concerns raised by the Metro Council staff and my <br />suggestions for action on each item. I have first listed those items <br />needed to be done in order to initiate the review process and then <br />listed the other issues. <br />REQUIRED NEW DATA / INFORMATION <br />In the Community Facilities Plan, Section C, Other Services and <br />Facilities, three items were asked to be added or clarified: <br />1. The heading in Section III.C.1.f. should include reference to <br />"and Private Package Systems". <br />2. A map should be added noting the number and location of the 201 <br />community sewage treatment systems. Other information should also <br />be included describing the systems, how many homes they serve, and <br />maintenance responsibilities. <br />3. Add a policy statement to Section III.C.3.e. (page 49) pertaining <br />to sewer infiltration and inflow. The suggested wording discussed <br />was "to require that the design and construction of any public <br />sanitary sewer eliminate excessive infiltration and inflow and be <br />in compliance with current acceptable engineering standards and <br />those set by the Minnesota PCA". <br />
