Public and Private Facilities <br />#616 P95 <br />The City will always have a need for public and private facilities <br />such as parks, fire stations, a library, schools, churches, and <br />recreational areas. The location of each type of facility will be <br />dependent on its need, such as the location of governmental <br />buildings in the Central Business District and the spacing of fire <br />stations and parks. <br />9. Goals and Policies <br />a. Public Safety <br />(1) Goals: <br />* Continue to provide cost effective police and fire <br />protection. <br />* To keep theft, fire, personal injury, and automobile <br />accidents at or below existing levels. <br />(2) Policies: <br />* Keep overhead to a minimum and rely on volunteers where <br />possible. <br />( * Encourage community participation. <br />* Emphasize preventative measures to avoid the occurrence of <br />problems. <br />b. Public Water System <br />(1) Goals: <br />* To distribute public water in a manner that reinforces the <br />City's development policies. <br />* To maintain the Old Village water system on a self-financing <br />basis. <br />* To prevent.the extension of public water into rural areas of <br />the City. <br />(2) Policies: <br />* Prohibit urban density developments in areas which,'due to <br />soils, water tables, or geological features, are likely to <br />lead to high costs in providing public water. <br />* Revise the rate structure of the Old Village water system to <br />provide for future maintenance and equipment placement. <br />
