Waste Management <br />(1) Goals: <br />* To promote solid waste reduction and recycling to reduce the <br />dependence on landfills and incinerators. <br />(2) Policies: <br />* Maintain a Volunteer Solid Waste Advisory Committee. <br />* Provide all existing homes with two recycling bins. <br />* Provide future homes with recycling bins at nominal cost. <br />d. Public Sewers <br />(1) Goals: <br />* To permit the installation of public sewer within the MUSA in <br />a manner that reinforces the City's development policies and <br />involves minimal low -risk financial obligation from the City. <br />* To prevent the extension of public sewer beyond the current <br />limits of the M.U.S.A. <br />(2) Policies: <br />* Prohibit urban density developments in areas which, due to <br />soils, water tables, or geological features, are likely to <br />lead to high costs in providing public utilities. <br />* Prohibit urban density development, which requires public <br />sewer, outside the M.U.S.A. <br />* To require that the design and construction of any public <br />sanitary sewer eliminate excessive Infiltration and inflow <br />and be in compliance with current acceptable engineering <br />standards and those set by the !Minnesota PGA. <br />e . IAdlvidual Oar -site and Cluster Septic Systems and <br />Packaged Treatment plant. <br />(1) Goal: <br />* Utilize private individual septic systems as the most cost <br />effective, environmentally desirable method of primary <br />sanitary waste treatment for areas outside the M.U.S.A. <br />* To allow properly designed cluster treatment systems for <br />multiple properties only where existing individual systems <br />have failed. <br />11K <br />
