NOV-01-'90 THU 15:0.5 ID:DAMES P HILL INC TEL NO:612 S34-9513 4616 POT <br />* To prohibit private packsge treatment systems for new <br />develcl=ent. <br />(2) Policies: <br />* Prohibit development in areas where private sewer systems are <br />not likely to function properly. <br />* Enforce existing stringent regulations to ensure the proper <br />installation and operation of septic systems. <br />* To assure proper functioning of on -site individual systems by <br />requiring proper site location, system design, installation, <br />inspection, and maintenance of each system. <br />* To require all on -site sewer systems to meet or exceed the <br />regulations of Minnesota Rules Chapter 7080, Individual <br />Sewage Treatment Standards. <br />* To require assurance that the long-term maintenance and <br />operation of any private treatment system will be guaranteed. <br />f. Public and Private Facilities <br />(1) Goals for Public and Private Facilities <br />* Assure that each facility is a good neighbor to its selected <br />location. <br />* Have both recreational and natural parks within a reasonable <br />distance for most residents. <br />* Permit future rezoning and construction of facilities with a <br />primary purpose of serving the residents of Lake Elmo. <br />* Encourage existence of public facilities, such as the <br />library, which serve the local residents and are provided by <br />other governmental units. <br />(2) Policies for Public and Private Facilities <br />* Take into consideration concerns from affected residents for <br />proposed new facilities. <br />* Require that new Private Facilities be allowed by Conditional <br />Use Permit and be at least 10 acres in size. <br />* Where parkland dedications are received by the City, their <br />locations will be coordinated with adjacent developments. <br />* Inform interested property owners of tax exempt land <br />conservancy programs. <br />50 <br />
