MEMORANDUM <br />To: Mayor and City Council <br />City of Lake Elmo <br />3800 Laverne Ave. N. <br />Lake Elmo, Mn c55042 C� <br />From: Dick Johnson./� <br />The purpose of this memo is to advise the rest of the Council <br />of the goals that I would like to pursue as a member of the <br />Lake Elmo City Council in 1991. I believe that these goals <br />are in the best interest of the City and I hope that you will <br />concur after giving them some thought. The list is certainly <br />not all-inclusive, but includes many of the items that I have <br />discussed with others in the past and find a fairly solid <br />consensus that the City should address these matters. I am <br />asking that the matters addressed in this memo be placed on <br />the January 15, 1991 Council agenda and given at least some <br />preliminary discussion. A lot of the items will take time to <br />develop, but I would like to determine what kind of priority <br />other members of the Council place on the list. <br />1. PARKS AND RECREATION I believe it is now time for Lake <br />Elmo to establish a separate Parks and Recreation <br />Department. We need to provide some special services that <br />would be better served if a separate department were set <br />up to concentrate on development and maintenance of our <br />part: system and to provide recreation supervision. <br />Initially, I would like to see a position of Parks and <br />Recreation Supervisor established that would report <br />directly to the City Administrator. A likely candidate for <br />that position is Mike Bouthilet. A copy of a proposed ,job <br />description for that position has been prepared by Nancy <br />Hansen and is attached for your review. The job <br />description can be expanded to include other duties to <br />fill a complete roster of work. <br />Secondly, I understand the old city hall building is <br />in the G*ocess or being vacated and as I recall we have <br />had many problems collecting rent from past tenants. This <br />building has potential for a Parks and Recreation Office. <br />There is storag'e'iipace for park maintenance equipment and <br />a work shop. I would like know how the rest of you feel <br />about this proposal. If the Council could reach a <br />consensus that it is a good idea. we should direct the <br />Parks Commission to work with the City Administrator to <br />develop a plan of action. <br />2. Recodification The City code needs desperately to be <br />updated. In discussions with our City Finance Director, I <br />believe that there is sufficient funds in the budget to <br />
