cover the cost of recodification. A preliminary estimate <br />of the cost is $ ;'r' A lot will depend on the extent <br />of the overhaul of the code that we feel is necessary. For <br />example, the PZC has looked briefly at placing the zoning <br />ordinance into a "matrix" form that would show the USE <br />with the ZONING which would quickly indicate whether or <br />not a use is allowed in a particular zoning classification <br />and under what conditions it is allowed. This format is <br />used by many cities like Afton, Stillwater and the <br />Washington County master plan. I't would allow our City <br />staff to quickly determine if a use is allowed or not. <br />This an item that should be placed on the PZC work plan. <br />(Also, the PZC work plan should be reviewed at our <br />earliest opportunity and priorities established.) <br />3. Mobile Home Ordinance It recently came to light in a <br />matter before the City, that our ordinance controlling <br />mobile homes is superseded by State statute. 0ur ordinance <br />301.130.0, which I thought prohibited "manufactured" homes <br />anywhere in the City except in R-3 - Manufactured Home <br />Park - where only "homes that are connected to public <br />sanitary and municipal water supply" are allowed and <br />---- - temporarily on farms where _a_son or daughter _is the_ - <br />principal occupant, is apparently not valid. We were <br />advised that State statute `//13= 7 does not allow this <br />restrictive ordinance as stated. I am concerned that as it <br />now stands, anyone can place a mobile home on any <br />residential lot or farm in the City and we have no legal <br />recourse except to allow it. <br />Our City Building Official is working on standards for <br />manufactured homes that will allow us to regain control <br />over this use. I urge the Council to place a high <br />priority on this matter and assign the City Attorney to <br />review and advise. <br />4. Maintenance Advisory Committee As I believe all of you <br />are aware, a resident of lake Elmo has recommended in memo <br />to the City that a standing advisory committee be <br />established to advise the Council and staff on matters <br />related purchase and maintenance of City equipment. I <br />think this is a very good idea and needs to be pursued. <br />One of the first items of priority that should be assigned <br />to this committee is to draw up an inventory list of all <br />equipment above a certain value that is owned by the City <br />and assign property numbers to the items along with serial <br />numbers and other identification to describe the item. <br />Then the larger or more valuable equipment should have the <br />property number affixed to the equipment in a permanent <br />manner. It has long been a concern of mine that we have <br />no way of identifying City property. If an item was lost <br />or stolen we have no way determining if it was stolen or <br />of identifying it if it is recovered. The committee <br />
