LAKE ELMO CITY COUNCIL MINUTES JANUARY 15, 1991 PAGE 6 <br />7. CITY ENGINEER'S REPORT: <br />A. Final Payment for 1990 Overlay Project <br />Larry Bohrer reported the work for the 1990 Overlay Project is <br />complete and ready for final acceptance. This work was performed by <br />Bituminous Consulting and Contracting Company, Inc., and consisted of <br />31st Street, Lampert Avenue, and various other small overlays. <br />M/S/P Williams/Dick Johnson - to approve Compensating Change Order No. <br />1 in the amount of $10,62.7.92. (Motion carried 5-0). <br />M/S/P Williams/Hunt - to approve Final Estimate and Certificate No. 2 <br />to Bituminous Consulting and Contracting Co., Inc. in the amount of <br />$2,792.14. (Motion_ carried 5-0). <br />B. 1991 Engineer's Work Plan <br />City Engineer Larry Bohrer reported on the 1991 Engineer's Work Plan. <br />The following are the engineering work tasks which are in progress and <br />items that will be coming up. <br />1. SW-1 Water System: Plans are expected to be done by January 31, <br />bids received April 5, and work completed by August 31, 1.991. <br />2. Legion Avenue Within Eden Park Addition: Public hearings were <br />held in 1990 and persons spoke that this project should be <br />postponed until the construction was completed in Packard Park. <br />Packard Park is now complete. The Council has ordered a new <br />feasibility study for a new public hearing to be held in <br />February. <br />3. Hytrail Avenue - Highlands Trail to 59th Street: The Council <br />has ordered a feasibility study for public hearing in February. <br />4. 1991 MSA Construction Project: Laverne Avenue and Upper 33rd St. <br />in the Old Village has previously been identified as the next MSA <br />project in the City's 5-year plan. <br />5. MSA Maintenance Project: If 33rd and Laverne Construction Project <br />is not to be done, bituminous shouldering on 20th Street between <br />Lake Elmo Avenue and Manning Trail was suggested. <br />6. Annual Patch and Overlay Maintenance Project: This program is <br />usually determined by the Maintenance Foreman and Engineer in <br />the spring when the roads are fully visible. <br />7. Permit renewal for 201 Project: State and Federal permits issued <br />for the 201 Project need to be renewed every 5 years. The current <br />permit expires in September. The necessary forms will be filled <br />out in the next month for submittal to the MPCA. <br />
