(Motion carried 5-0). <br />M/S/P Williams/Mottaz - to set a public hearing for February 19, 1991 <br />for the Legion Avenue (within Eden Park Addition) patch and overlay <br />project. (Motion carried 5-0). <br />M/S/P Williams/Mottaz - to set a public hearing for February 19, 1991 <br />for the Highlands Trail to 59th Street patch and overlay project. <br />(Motion carried 5-0). <br />8. CITY ATTORNEY'S REPORT: <br />A. Clarification of Open Meeting Law: <br />Councilman Johnson asked for clarification of the Open Meeting Law. <br />City Attorney Jerry Filla explained the Open Meeting Law applies to <br />gatherings of City Council or committees of the Council. Meetings <br />which are defined as a quorum or more (even if there are no council <br />members in attendance) are opened to the public. The legal newspaper <br />is to be notified of the meeting at least 24 hours in advance and the <br />meeting notice posted on the official bulletin board. <br />If a quorum of the Council attends a meeting or seminar and they -- <br />specifically discuss city business, then the nature of the gathering <br />has been changed and the notice requirements have to be met. <br />9. CITY COUNCIL REPORTS: <br />A. Memo from Councilman Johnson <br />Councilman Johnson submitted a memo listing goals he would like to <br />pursue as a member of the City Council in 1991. <br />1. Parks and Recreation Department <br />2. Recodification of City Code <br />3. Mobile Home Ordinance <br />4. Maintenance Advisory Committee <br />5. Reforestation of Lake Elmo <br />The City Administrator will bring back items that need to be discussed <br />as agenda items for the February 5th Council meeting. <br />B. Discuss representative for 622 School District <br />Councilman Hunt brought to the Council's attention that in 1990 there <br />was no elected official from Lake Elmo to serve on the 62.2 School <br />Advisory Board. As an agenda item for February, the Council will <br />consider some methods to come up with representatives to this meeting. <br />
