Metropolitan Council of the Twin Cities Area <br />Mears Park Centre, 230 E. 5th St. <br />St. Paul, Minnesota 55101 <br />612.291-6359/1'DD 291-0904 <br />DATE: February 1, 1991 <br />TO: Metropolitan and Community Development Committee <br />FROM: Richard Thompson, Research and Long Range Planning <br />SUBJECT: City of Lake Elmo Comprehensive Plan Amendment <br />Complete Update of Comprehensive Plan <br />Metropolitan Council Referral File No. 15238-1 <br />Metropolitan Council District No. 16 <br />INTRODUCTION <br />The city of Lake Elmo has submitted a complete update of the 1979 Comprehensive Plan for the <br />years 1990 to 2010 as a major plan amendment. The planning effort concentrated on two <br />objectives: 1) To reflect accurately the city of Lake Elmo's current policies regarding planning, <br />land use, zoning and development; and 2) To provide a basis for guiding Lake Elmo into the <br />1990's and beyond. <br />AUTHORITY TO REVIEW <br />The Metropolitan Land Use Planning Act of 1976 requires that amendments to local <br />comprehensive plans be prepared, submitted to the Metropolitan Council for review and adopted <br />in the same manner as the original plans (Minn. Stat. 473.864, subd. 2, 1978). Guidelines adopted <br />pursuant to Minn. Stat. 473.864 for reviewing proposed amendments provide a 90-day review <br />period for amendments potentially affecting one or more of the metropolitan systems, and a 60- <br />day review period for amendments that do not have a potential impact on metropolitan systems. <br />The city of Lake Elmo initially submitted its proposed comprehensive plan amendment on <br />September 28, 1990. That initial amendment was deemed incomplete whereupon the city <br />submitted additional information on November 21, 1990. On December 5, 1990, the Chair <br />determined that the amendment presented a potential impact on the metropolitan sewer system. <br />Therefore, the 90-day review period applies and will conclude on February 25, 1991. <br />Documents submitted in support of this plan amendment included: <br />1. Lake Elmo Comprehensive Plan, 1990--2010. <br />
