LAKE ELMO CITY COUNCIL MINUTES FEBRUARY 21, 1991 PAGE 5 <br />The County is proposing to end County funding of the yard waste <br />composting sites after 1991. The 1991 funding for the seven County <br />yard waste composting sites will remain the same as in 1990 with the <br />exception of additional funds provided for site maintenance. <br />The County will continue to provide technical assistance on yard waste <br />composting to cities. The County will assist in notifying the public <br />of the changes in yard waste management planned for 1992. <br />The following options were given cities in 1992: <br />--The cities may continue to operate the compost sites without County <br />funds. <br />-- The Cities may lease or sell the compost sites to private companies <br />which will operate them. <br />--The Cities may close the site and encourage the private sector to <br />establish sites. <br />--The Cities may close the sites and encourage waste haulers to <br />collect yard waste. <br />Councilman Johnson explained this was discussed at the Solid Waste <br />Advisory Committee and the majority of members favored the city <br />continuing to operate the compost site with a gate charge. <br />The Solid. Waste Advisory Committee also reviewed the draft form of the <br />Request for Proposal for Organized Collection within the City. An <br />agreed upon version will be submitted to the City Administrator for <br />typing and then proceed. to the City Council at a later date. <br />Councilman Williams indicated he was in favor of keeping the compost <br />site and operating it on a fee basis, perhaps graduated fee, where <br />Lake Elmo residents pay less than non -Lake Elmo residents as long as <br />the city recovers the operating costs. Williams asked, that the Solid <br />Waste Advisory Committee come back with a proposal. <br />The consensus of the Council was to continue to operate the site and <br />develop a gate charge. Administrator Kueffner indicated the proposed <br />RFP for organized collection deals with collection of all solid waste, <br />and she suggested the Council wait until the proposals are received.. <br />B.
