RE -QUEST FOR COUNCIL.AC T ION <br />Meeting Date February 21, 1991 <br />GEN DA SECTION <br />City Council Reports <br />T EM : Creation of Parks Department <br />4NC: <br />3C <br />DE=ARTMEN T <br />EY: <br />APPROVED* FCR <br />AGENDA EY: <br />Councilman Johnson proposed this to the council earlier this <br />year, and I do not believe there was any comment, at that time, <br />from the council. <br />The Parks Commission discussed this at its February 11 meeting, <br />and its 'recommendation is, attached. <br />From the staff's point of view, I never looked at this in terms <br />of creating a new department, but rather splitting a larger <br />existing department. With the number of parks that we have, <br />and the pride the City has taken in maintaining these parks, along with t! <br />the fact that.we now have the opportunity to use a city -owned <br />building for city -related purposes, I thought it the onn.ortune time <br />to look at this option. Just as. important is the fact that we <br />have about 50 miles of city streets, with more to come with the <br />passing of our Comprehensive Plan and RE zoning district. Street <br />maintenance, such as Patching is a summertime job which keeps our <br />maintenance forman busy. The majority of parks maintenance is <br />also done in the summer (except for the maintenance of skating . <br />rinks) so we have two very time-consuming projects, both demanding <br />an equal amount of time. In the winter time, the number one <br />priority of both'of these departments should be to keep our roads <br />cleared and sanded. <br />For those of you that have not been over to the building, I would <br />suggest that you do check it out. There is a pretty good sized bay <br />area that could hold most, if not all, of the parks equipment. There <br />is a very nice "meeting room" area that could be used by not only <br />the Parks Department, but possibly ReAPP (we still have the old <br />copy machine that could be moved over there), and also by the VBWD <br />(they could use our council chambers if they ever need more room <br />for such things as public hearings etc.) as could ReAPP. <br />(OVER) <br />
