PLANNING/LAND USE AND ZONING:
A. Draft resolution opposing expansion of Lake Elmo Airport
On February 19, 1991, the Metropolitan Airports Commission will hold a
public information meeting and public hearing at Oakland Junior Hiah
School on the Lake Elmo Airport Comprehensive Plan Update.
Councilman Williams explained since 1976 the master plan has shown an
increase•in the length of major runways. This would allow twin engine
aircraft to operate at this airport any time. The expansion of the
major northwest southeast runway would require going across 30th
street and infringe on DNR protected wetlands to the south of 30th
Street. All of this area is part of the Downs Lake Watershed and is
an area concerned with flooding.
Councilman Mottaz added., when the Council considered this plan, their
concern was with lengthening the .runway which would open up the
airport to corporate jets.
The Council opposed the expansion of the Lake Elmo airport and
approved the draft resolution with minor changes. (See attached
Resolution 91-7).
M/S/P Williams/Dick Johnson - to adopt Resolution 91-7, A Resolution
setting forth the city's current position on the Lake Elmo Airport.
(Motion carried 5-0).
M/S/P Williams/Hunt - to postpone the February 19th City Council
meeting until February 2.1, 1991 to give the Council members and
residents an opportunity to attend the public hearing at Oakland
Junior High School. (Motion carried. 5-0).
Three public hearings have been called for February 19th, two street
improvements and one variance request.
M/S/P Williams/Hunt - to instruct the city staff to reschedule the
Hytrail Avenue, Highlands Trail N. to 59th Street N., bituminous
overlay public hearing from February 19th to March 5th City Council
meeting.
