February 28, 1991 <br />To: Mayor and City Council <br />Lake Elmo, MN <br />From: Dick Johnson <br />Re: Parks and Recreation Department <br />In response to the,Council's request for more information on <br />the subject, I have met with the City Administrator and I <br />report here on the results of further consideration and <br />investigation of the issues raised by Council. To wit: <br />-- to direct the City Administrator to contact interested <br />renters and ask them if the City uses the garage, would they <br />still be interested in renting the remainder of the building? <br />The City Administrator contacted the two interested <br />renters and they advised they want the entire building. <br />Not interested in part of the building. <br />-- to direct staff (Maintenance Dept., City Admin., Parks <br />Commission) to look at the current way they are doing things <br />and see if some administrative shuffling of time could devote <br />more staff resources to the parks without creating a formal <br />department. <br />The City Administrator has reviewed and shares my <br />opinion that it is not a matter of shuffling of time -- that <br />would change nothing. It is a matter of administrative <br />restructuring to improve operations, communications and <br />reporting. <br />-- to obtain an idea of what this would cost the city to set <br />up this department in terms of replacing Mike, (if he gets <br />the job) salary expected for administrative position, <br />assuming we set up this department in 1992, what figure would <br />have to be put in the budget? <br />Mike would not need to be replaced. He would continue to <br />have much the same duties as he does now, only priorities <br />would change. Parks maintenance would probably receive a <br />higher priority. Better parks maintenance would result. <br />Salary would not change. According to the League of Minn <br />Cities Salary Survey, the recommended salary for a Parks <br />Supervisor appears to be slightly less than the current rate <br />for a heavy equipment operator (Mike's current position). <br />approx.$2,212/month vs. $2229/month <br />
