b) Garbage and refuse collection shall not include toxic and <br />hazardous waste. <br />c) The Proposal shall indicate how service will be provided <br />for the collection and disposal of debris from all City - <br />owned or leased facilities, properties, and parks. <br />d) The Proposal shall indicate the place and method of <br />disposal of such garbage and refuse. The selected <br />Contractor will be required to provide a bi-annual weight <br />report to the City. <br />e) Garbage and refuse containers shall be placed at the curb <br />on collection day, in a location easily accessible to <br />motor vehicle pick-up. Containers must be placed <br />properly for pick-up prior to 7:00 a.m. and cannot <br />continue past 8:00 p.m. on the day of collection to <br />insure service. <br />f) The Proposal shall indicate that selected contractor will <br />dispose of all such refuse and garbage at a disposal site <br />approved by Minnesota Pollution Control Agency. <br />g) The Proposal shall indicate that selected contractor will <br />maintain landfill/processing facility receipts from <br />equipment carrying Lake Elmo refuse exclusively. Such <br />receipts shall be made available for inspection by the <br />City Administrator or an authorized representative. <br />h) Garbage and refuse in excess of the designated volume - <br />base per dwelling unit will be subject to additional <br />collection service charges and will be billed by the <br />selected contractor. Collection service for white goods <br />and large items must have prior arrangements with the <br />selected contractor for collection. <br />i) The City retains the option to initiate a spring "clean- <br />up" day during the term of this contract.. If this option <br />is exercised, the City shall designate a Saturday in May <br />as a spring clean-up day. Refuse shall be delivered to a <br />drop-off site that shall be designated by the City. The <br />collection equipment use and labor shall be of no <br />additional charge to the dwelling units within the City. <br />The dumping charge at the landfill/processing facility <br />will be the City's responsibility. It shall be the <br />City's responsibility to notify residents of the <br />designated clean-up day. <br />2. Compost Collection <br />a) Yard Waste collections shall take place on a designated <br />collection day, inclusive, with a schedule consistent with <br />that of the refuse collection. The collection point will <br />be made fromt the opposite side of the driveway from the <br />garbage and refuse receptacles. Daily service hours shall <br />not begin prior to 7:00 a.m. nor continue past 8:00 p.m. <br />
