Based upon past <br />experience, the Managers are sensitive to the concerns of Sunfish Lake <br />residents.. Therefore, the Managers asked that I write to you explaining <br />their concerns, which are as follows: <br />1. The District's Rules and Regulations require that a special method <br />be used for determining the flood elevation on landlocked basins. <br />This method uses a 100-year wet year as the basis for flood level <br />computation and is described on page 8 of the District's Rules and <br />Regulations. This method was used to determine the existing flood <br />elevation of 900, based upon a drainage area of 518 acres and <br />assuming 10% impervious surface. It appears that the 100-year <br />flood level would increase at least two feet, to Elevation 902 or <br />higher, if the 189-acre area is diverted into Sunfish Lake. This <br />new flood level assumes that the diverted area would only be 10% <br />impervious (it is likely that it would be more). Of course, if the <br />City chooses to use a more sophisticated analysis of long-term <br />water level fluctuations, we would gladly review your results. <br />2. The City of Lake Elmo should be prepared to obtain agreement from <br />the residents of Sunfish Lake to the increase of their flood level; <br />the approval of all Sunfish Lake residents would have to be <br />obtained before such a diversion would be allowed. The most formal <br />method of doing this would be to purchase easements from the <br />Sunfish Lake residents. -Other less formal arrangements might be <br />reached, The Managers would be willing to have both the City of <br />Lake Elmo and the Sunfish Lake residents attend a Managers meeting <br />to discuss the proposed diversion. <br />ALLEN DORNFELD RUSSELL KIRBY GORDON C.
