LAKE ELMO CITY COUNCIL MINUTES MAY 21, 1991 PAGE 4 <br />f M/S/P Williams/Mottaz - to adopt Resolution No. 91-16 as amended <br />(In Conditions No. 1 add wording °developer's/feeowner's <br />agreement" and add Condition No. 5 and 6) granting final plat <br />approval of Arabian Hills as stipulated in said resolution. Said <br />approval is based on the favorable recommendation of the Planning <br />Commission, City Engineer, City Planner and City Attorney. <br />(Motion carried 5-0). <br />C. Fox Fire Manor <br />Councilman Williams felt it was appropriate to bring back the <br />motion approving the preliminary plat for Fox Fire Manor back for <br />reconsideration. Williams explained his intent was to discuss the <br />configuration of the intersection. The developers had originally <br />shown a right angle intersection and the PZ had recommended a <br />curve type intersection. He felt the Council did not explicitly <br />discuss that part of the PZ's recommendation and it was his intent <br />to resolve the question. Williams stated he had talked to the <br />developer and his engineer and they have not done any additional <br />drawings. <br />Councilman Hunt stated he would not be opposed to passing this <br />information onto the developer and leaving it go because he could <br />live with either road configuration. Councilman Mottaz didn't see <br />a strong need to change the road configuration and noted that, if <br />there is a curve, it might encourage people to race. Councilman <br />Johnson had a concern with safety on the curve arrangement as <br />opposed to a right angle intersection. When the City Engineer was <br />asked his opinion, Tom Prew stated an intersection with a curve is <br />all right as long as you can meet the sight distances for both <br />left and right turns. <br />Councilman Williams suggested when the Council and City Engineer <br />look at future plats, we should keep in mind how we want these new <br />roads to function. Do we want them to function as thru roads or <br />to function primarily as local streets. <br />6. CITY ENGINEER'S REPORT: <br />Tom Prew reported the City has received bids for well abandonment. <br />The Ramsey Environmental Sub -committee approved the costs today. <br />Washington and Ramsey County will go to their Boards next Tuesday. <br />At the June 4th meeting, the Council may award the two contracts. <br />7. CITY COUNCIL REPORTS: <br />A. Economic Development Committee <br />Residential Development <br />Section 32 & 33 Update: <br />Mayor Johnson informed the Council there was an understanding <br />between Lake Elmo, Oakdale and the Municipal Board that all <br />property owners that did not sign the petition to annex to Oakdale <br />would stay in Lake Elmo and these were addresed in the judgement <br />as exceptions to the detachment/annexation rule.
