LAKE ELMO CITY COUNCIL MINUTES MAY 21, 1991 PAGE 4 f M/S/P Williams/Mottaz - to adopt Resolution No. 91-16 as amended (In Conditions No. 1 add wording °developer's/feeowner's agreement" and add Condition No. 5 and 6) granting final plat approval of Arabian Hills as stipulated in said resolution. Said approval is based on the favorable recommendation of the Planning Commission, City Engineer, City Planner and City Attorney. (Motion carried 5-0). C. Fox Fire Manor Councilman Williams felt it was appropriate to bring back the motion approving the preliminary plat for Fox Fire Manor back for reconsideration. Williams explained his intent was to discuss the configuration of the intersection. The developers had originally shown a right angle intersection and the PZ had recommended a curve type intersection. He felt the Council did not explicitly discuss that part of the PZ's recommendation and it was his intent to resolve the question. Williams stated he had talked to the developer and his engineer and they have not done any additional drawings. Councilman Hunt stated he would not be opposed to passing this information onto the developer and leaving it go because he could live with either road configuration. Councilman Mottaz didn't see a strong need to change the road configuration and noted that, if there is a curve, it might encourage people to race. Councilman Johnson had a concern with safety on the curve arrangement as opposed to a right angle intersection. When the City Engineer was asked his opinion, Tom Prew stated an intersection with a curve is all right as long as you can meet the sight distances for both left and right turns. Councilman Williams suggested when the Council and City Engineer look at future plats, we should keep in mind how we want these new roads to function. Do we want them to function as thru roads or to function primarily as local streets. 6. CITY ENGINEER'S REPORT: Tom Prew reported the City has received bids for well abandonment. The Ramsey Environmental Sub -committee approved the costs today. Washington and Ramsey County will go to their Boards next Tuesday. At the June 4th meeting, the Council may award the two contracts. 7. CITY COUNCIL REPORTS: A. Economic Development Committee Residential Development Section 32 & 33 Update: Mayor Johnson informed the Council there was an understanding between Lake Elmo, Oakdale and the Municipal Board that all property owners that did not sign the petition to annex to Oakdale would stay in Lake Elmo and these were addresed in the judgement as exceptions to the detachment/annexation rule. They were
