LAKE ELMO CITY COUNCIL MINUTES MAY 7, 1991 PAGE 5 <br />M/S/P Williams/Mottaz - to reconsider the motion to approve <br />preliminary plat of Fox Fire Manor for the sole purpose of dealing <br />with the small cul-de-sac, which extends east west off the <br />intersection of the roads. (Motion carried 5-0). <br />Councilman Williams requested that the small cul-de-sac be made a <br />private driveway rather than a public street for the following <br />reasons: it serves only one property, it is a short cul-de-sac, and as <br />shown does not provide a full turnaround radius for snowplows, etc., <br />and does not serve the city purposes to make this a public street. <br />M/S/P Williams/Mottaz - to amend the motion to include the small <br />cul-de-sac, showing as serving Lot 5, Block 3, be made into a private <br />driveway. (Motion carried 5-0). <br />C. Rezoning from RR to AG: Neil & Deb Krueger, <br />4452 Lake Elmo Avenue <br />The Planning Commission held a public hearing on April 22, 1991 to <br />consider the request of Neil & Deborah Krueger for a rezoning from <br />Rural Residential (RR) to Agricultural (A) and recommended on a 7-0 <br />vote that this rezoning be granted. <br />Findings of Fact: <br />A. The applicants have provided a statement of reasons for the <br />rezoning request. <br />B. The proposed land use (Ag) conforms to the future land use <br />designation in the 1990 Comprehensive Plan. <br />1. The soil map within the 1990 Comprehensive Plan indicates <br />the property is Agriculturally suitable. <br />2. There is an existing tree farm on the site. <br />C. Records at the City office and at Washington County indicate this <br />property is owned by Neil & Deborah Krueger. <br />D. The Planning Commission held a public hearing as required by <br />Municipal Code and recommended on a 7-0 vote that this rezoning be <br />granted. <br />M/S/P Dick Johnson/Mottaz - to adopt Ordinance 8044 rezoning the <br />property legally described in said ordinance from Rural Residential <br />(RR) to Agricultural (Ag) based on the above referenced Findings of <br />Fact and based on a favorable recommendation from the Planning <br />Commission. (Motion carried 5-0). <br />Councilmam Johnson advised the applicants that when they come back for <br />a CUP to allow an office and gift shop, they clearly understand what <br />is required under the ordinance for Alternate Ag uses. <br />
