OA SECTION <br />June 4, 1991 <br />PLANNING & ZONING <br />I T ,11A : REQUEST FOR A 1ENDMENT TO SIGN ORDINANCE <br />1Y <br />T <br />ORICiNATIN(Z-' <br />DEP4RTMEN-1 <br />BY: <br />APPROVED FOR <br />AGENDA BY: <br />The letter attached requesting an amendment to our sign ordinance was <br />considered by the Planning Commission at its May•l3th meeting. <br />Although it was pointed out that our code allows for "temporary" or <br />"Seasonal" signs which can be placed on a lot or parcel of land for <br />a period not to exceed 30 days, out of any 12 month period, my opinion <br />is that that ordinance.does not apply to open sales lots. <br />Open sales lots are specifically allowed as an accessory use in the <br />Agricultural zoning district, and as a primary use in the General <br />Business zoning district, <br />On a 6-1-1 vote, the Commission recommends that the Council not change <br />the sign ordinance in the RR zoning district as it would be hard to <br />regulate and unfair to other zoning districts. The Commissioner <br />Voting against this motion felt the request was reasonable to help <br />supplement the taxes on large lots. <br />Staff concurs with .the recommendation of the Planning Commission, <br />adding only that perhaps those residents that wish to sell agricultural <br />or horticultural products should think about starting a "Farmers Market", <br />such as is done in many of our surrounding communities (Stillwater has <br />a•market every Saturday morning in the parking lot of one of its banks). <br />I believe there is more than enough Ag land in Lake Elmo that could <br />accommodate something like this, <br />Getting back to the request before you, I offer the following motion <br />for your consideration: <br />Motion )\4 , Second to <br />deny the request for an amendment to the sign ordinance, based on the <br />recommendation of the Planning Commission, also noting that a change <br />in the sign ordinance would still not allow an open sales lot in the <br />Rural Residential zoning district. <br />
