DATE APPROVED: 12-3-91 <br />DATE ISSUED: 12-13-91 <br />LAKE ELMO CITY COUNCIL MINUTES <br />NOVEMBER 19, 1991 <br />Mayor Johnson called the City Council meeting to order at 7:03 <br />p.m. in the council chambers. Present: Mayor Johnson, Hunt <br />(arrived 7:15 p.m.), Dick Johnson, Mottaz, Williams, City <br />Engineer Tom Prew, Attorney Filla and Administrator Kueffner. <br />1. AGENDA <br />Move Item 7 to 4A. 1992 Budget, <br />Postpone 9A and 9B until the December 3rd meeting. <br />M/S/P Dick Johnson/Mottaz - to approve the November 19, 1991 City <br />Council agenda as amended. (Motion carried 4-0). <br />2. MINUTES: November 5, 1991 <br />November 12, 1991 <br />M/S/P Mottaz/Williams - to approve the November 5, 1991 minutes <br />as presented. (Motion carried 4-0). <br />M/S/P Williams/Mottaz - to approve the November 12, 1991 City <br />Council minutes as amended. (Motion carried 3-1-0 Abstain: Dick <br />Johnson). <br />3, CLAIMS <br />M/S/P Mottaz/Dick Johnson - to approve the November 19, 1991 <br />Claims #95470 thru #95554 as presented. (Motion carried 4-0). <br />4. OLD BUSINESS: <br />The City Council updated the Old Business items listed in the <br />City Administrator's memo. They designated the following as <br />workshop items: compost site, West Sunfish (landfill Park), <br />Organized Collection, Limited Business, and Surface Water <br />Management Utility. <br />VBWD Representatives: <br />M/S/P Williams/Dick Johnson - to direct the staff to write a <br />strong letter of protest indicating the City of Lake Elmo makes <br />up the majority of the Valley Branch Watershed District; <br />therefore, Lake Elmo should have a representative. (Motion <br />carried 5-0). <br />A. PUBLIC HEARING: 1992 BUDGET <br />Mayor Johnson called the public hearing to order at 7:45 p.m, in <br />the Council chambers. A public hearing notice was published in <br />the November 13th St. Croix Valley Press. <br />
