LAKE ELMO CITY COUNCIL MINUTES NOVEMBER 19, 1991 4 <br />Also part of the 33rd and Laverne Street improvement project is <br />replacement of the existing water main and it was proposed at <br />that time to add $5.00/quarter to each user in the Old Village to <br />help finance this replacement. This improvement charge would <br />only be necessary until the replacement water main is paid for. <br />Marilyn Banister explained water is costing the City $1.25/1,000 <br />gallons now, and we should have raised the rates a year ago in <br />order to set aside money for improvements. Councilman Williams <br />added if the correct rate is $1.25 per 1000 gallons we should <br />present it as an independently arrived at figure, not something <br />intentionally set to be the same as the Lake Jane system. <br />For the public hearing, the City Engineer was asked for an <br />estimate of cost per 1,000 gallons in each area setting aside <br />money to pay for future maintenance. The Council also asked for <br />the number of total gallons used a year. <br />M/S/P Dick Johnson/Mottaz - to set the public hearing on water <br />rates for the Old Village and Lake Jane area for December 17, <br />1991. (Motion carried 5-0). <br />D. 1992 State Aid Maintenance Allotment <br />Tom Prew reported in his letter, dated November 7, 1991, that <br />each year at this time the City must submit to the District State <br />Aid Engineer a resolution requesting 25% of our construction <br />allotment be given directly to the city for maintenance of our <br />State Aid street system. Beginning in 1992, we will no longer <br />need to report where on our State Aid system this money is spent. <br />M/S/P Dick Johnson/Hunt - to adopt Resolution No 91-38 <br />requesting that the State of Minnesota allow the City of Lake <br />Elmo's maintenance allotment for 1992 to be equal to 25% of its <br />total 1992 allotment. (Motion carried 5-0). <br />6. PLANNING/LAND USE & ZONING: <br />A. 1990 Comprehensive Plan, Resolution No. 91- <br />Councilman Williams explained we have a resolution before us <br />correcting a procedural error regarding the Comp Plan and urged <br />all the Council to vote in favor of this resolution and formally <br />adopt the plan the Council all thought was in effect anyway. <br />MIS/ Williams/Dick Johnson - to adopt Resolution 91-40 adopting <br />the Lake Elmo 1990 Comprehensive Plan <br />Councilman Mottaz pointed out the City has one comp plan which <br />was adopted in 1983 and anything from that point on is an <br />amendment to the comp plan. What we would have is a 1990 <br />amendment to the Comp Plan and not a new comprehensive plan. <br />There are steps that are set out by state statute that must be <br />
