DATE APPROVED: 1-7-92 <br />DATE ISSUED: 1-17-92 <br />LAKE ELMO CITY COUNCIL MINUTES <br />DECEMBER 17, 1991 <br />Mayor Johnson called the city council meeting to order at 7:10 <br />p.m. in the City Council chambers. Present: Mayor Johnson, Dick <br />Johnson, Mottaz, Williams, City Engineer Prew, City Attorney <br />Filla and Administrator Kueffner. Absent: Councilman Hunt. <br />1. AGENDA <br />Add: 9D. Lot Consolidation Ordinance-Ziertman Request <br />M/S/P Dick Johnson/Mayor Johnson - to approve the December 17, <br />1991 City Council agenda as amended. (Motion carried 4-0). <br />2. MINUTES: December 3, 1991 <br />M/S/P Williams/Dick Johnson - to approve the December 3, 1991 <br />City Council minutes as amended. (Motion carried 4-0). <br />MINUTES: December 6, 1991 <br />Councilman Williams indicated he felt the December 6th meeting <br />was not a properly called meeting because our ordinance clearly <br />states a special meeting requires 24 hours written notice. This <br />notice was not given; therefore, all business transactions are <br />null and void. <br />Mayor Johnson explained that for an emergency meeting the state <br />statute requires that a best effort be given in notifying the <br />Press and everyone involved. <br />Councilman Williams went on record objecting to the <br />characterization of the December 6th meeting as being an <br />"emergency meeting". <br />M/S/P Mottaz/Mayor Johnson - to approve the December 6, 1991 City <br />Council minutes. (Motion carried 2-0-2 Abstain: Williams, Dick <br />Johnson). <br />3. CLAIMS <br />M/S/P Mottaz/Williams - to approve the December 17, 1991 Claims <br />995603 thru #95668 as presented. (Motion carried 4-0). <br />4. OLD BUSINESS: <br />A. Stonegate <br />M/S/P Mayor Johnson/Dick Johnson - to adopt Ordinance No. 8059 <br />rezoning the Stonegate property from Rural Residential to <br />Residential Estates. (Motion carried 4-0). <br />
