JOINT WORKSHOP MINUTES BETWEEN LAKE ELMO AND OAKDALE 3 <br />DECEMBER 17, 1991 <br />Dick Herold: I have talked to the DNR, Core of Engineers and if <br />you follow their rules you can get a permit. I have talked to <br />Armstrongs about it. They said they had to see it, but didn't <br />say they were opposed to it. I talked to Mr. Kirvida about the <br />concept, but didn't talk to him about wetland replacements. <br />Wisnewski: We hear you in terms of the parkway concept. We can <br />work on the 45 mph and see what we can do there. It may take <br />special legislation. In terms of the parkway itself we have to <br />look at the design in terms of median. We may have to take <br />additional right-of-way width to accommodate those tree clumps. <br />It may end up being something that separates for a short <br />distance, wider and then come back together. If we do that, this <br />means additional right-of-way. <br />Herold: Would like to see a depressed median as opposed to a <br />raised median. <br />Mottaz: If we can have a low speed treeway as a parkway going <br />thru downtown St. Paul and So. of St. Paul, I can't see why we <br />have an insurmountable problem here in trying to put in a few <br />trees and making something attractive going thru Washington <br />County. <br />Wisnewski: We will go back and look into what we can do to <br />provide that separation between the two lanes and come back to <br />you right after the first of the year. We want to make it a 1992 <br />project. <br />Mottaz: I would like to see a four lane. We can have it so that <br />it is a parkway type design. Something attractive like Hilton <br />Trail, County Rd 36, with more plantings in it. <br />Dick Johnson: I am in favor of the parkway design and would like <br />to see lower speeds. In concept. I reserve judgement. If you <br />come back with something with green dots on it and say that you <br />have been to the County landscape designers, this is unreasonable <br />to me. <br />Oakdale: I think we can support those things with the mitigation <br />being as close to Armstrong Lake as we can possibly be, either <br />north or south. If you would consider some other type of program <br />for the divided strip with or without the extensive landscape, I <br />think there are certain plants that would be better than others <br />and would be attractive. <br />Wisnewski: We will try our darndest. It is an important roadway <br />to us and we know it is important to you. <br />Mayor Johnson: I think we have a consensus here on the two <br />councils to go ahead and go forward with this thing with the <br />stipulation that definitely we have a boulevard or parkway type <br />of appearance to it and 45 mph speed limit. <br />
