JOINT WORKSHOP MINUTES BETWEEN LAKE ELMO AND OAKDALE 4 <br />DECEMBER 17, 1991 <br />Oakdale: Bill and I have been looking at some of these numbers. <br />It seems to me we are spending a million dollars and I don't know <br />if you got a good handle on the actual traffic volume here. I <br />personally don't think so. If it is possible between now and <br />then, should get a better feel of actual traffic. From the <br />standpoint of Oakdale, especially with Walmart south of 10th <br />street, those numbers are going to jump drastically from whatever <br />you will count today. In five years from now, we are going to <br />wish we had another lane down there if we don't do it. <br />Herold: I have sat out there one evening rush hour and one <br />morning rush hour to monitor the traffic in the fall of the year. <br />The numbers were somewhat similar to what we had in 1990--5142. <br />Observed 75% of the traffic that is coming down 10th St.. are <br />going straight thru the intersection and not turning. <br />Mayor Johnson: You are talking about coming back to us the <br />second week in January. Would it be possible for you to come <br />back with a design upon which we can go ahead and make some final <br />determinations. <br />Wisnewski: We won't have the final design, which is the final <br />plan. We will have a parkway concept defined to a point where I <br />think you will be able to see that it is not just splotches of <br />green on a map. You will be able to get somewhat of a 3- <br />dimensional view of what we are talking about. We will involve <br />our landscape architect. <br />Williams: It would be helpful if that could be given to us prior <br />to the meeting. Herold: We will try to do that. <br />
