LAKE ELMO CITY COUNCIL MINUTES JANUARY 21, 1992 6 <br />movement will not be obstructed. <br />City Council: Request the Fire Chief and Sheriff review the <br />site for what on -site maneuvering is needed and come back to the <br />Council with a report. Also, the site should be reviewed as <br />construction is starting. <br />Mayor Johnson voiced his concern on the explosive potential <br />of the polyethylene plastic used in the building. The Council <br />requested the applicant provide a flammability rating on the <br />plastic to the Fire Chief. <br />Hoffman: We know the distance between the building of Phase <br />I and Phase II and could explain it either on a drawing or to the <br />Fire Marshall and other emergency city officials. In discussion <br />with the Fire Chief we will provide him with this flammability <br />rating. <br />Condition 10. City Staff prepare a written condition clearly <br />stating the road maintenance responsibilities and associated <br />costs to be born by the applicant. <br />The City Engineer, Tom Prew, reported the City has to <br />contract with the County for road grading and they set it up on a <br />rotational basis. We would have to get a private contractor to <br />take care of the calcium chloride. <br />City Council: How can we assess the impact of their <br />development on that road? Is there any way other than vehicle <br />counts? Can we put a condition in the CUP permit? <br />Prow responded they can look at the number and type of <br />vehicles the operation would use, and what type of vehicles the <br />homes use. Then we can figure out the net effect of each, farm <br />operation and residential, on the road and come up with a <br />rational basis or look at, an ad valorem assessment. <br />Mayor Johnson pointed out in the Agricultural use zone the <br />policy is that we will not allow uses that would expand a need <br />for improved city services. <br />Hoffman: Linders have in the past provided the dust control <br />and agreed to the extent that if more than normal grading and <br />dust control is required that can be attributed to the use of the <br />OGreenhouse, we would pay our reasonable share of that. If it <br />ever came to the point for requiring blacktopping, based on an <br />accurate traffic count of usage by the Linders, then we would <br />expect the assessment consistent with this usage. If the thought <br />were that because we were using it more than other people using <br />the road, that we then become responsible for all of the <br />maintenance of the road, we would consider that unfair. <br />
