LAKE ELMO CITY COUNCIL MINUTES MAY 5, 1992 <br />6. PLANNING/LAND USE & ZONING: <br />A. PUBLIC HEARING: Old Village Drainfield and <br />Sanitary Sewer Improvements <br />Mayor Johnson opened up the public hearing at 7:35 p.m.. <br />The public hearing notice was published in the April 22, <br />1992 St. Croix Valley Press and all affected property owners <br />were notified. <br />City Engineer, Tom Prew, reviewed his feasibility report on <br />the Old Village Drainfield and Sanitary Sewer Extensions, <br />dated April 24, 1992. This project was initiated by the <br />Lake Elmo City Council and a fourth -fifths majority vote is <br />necessary to order the improvement. <br />When asked what the definition of a working system, Tom Prew <br />stated his opinion of a working system is a system up to <br />city code --treating sewage adequately and preventing ground <br />water pollution. <br />Dennis LaCroix, Twin Point, stated he would be in favor of <br />such a project because he pumped his system on a weekly <br />basis at a cost of $285/month. <br />Jack Haseley stated he has a big concern on not knowing <br />exactly what he is going to be charged for all these <br />proposed projects. He didn't think hooking into sewer for <br />$4,400 was such a bad thing. <br />Attorney Filla explained there are a lot of improvements <br />being considered for the Old Village. As the city goes <br />through this process, they will conduct a number of <br />hearings. This is the first one intended to concentrate on <br />the drainfield improvements. The City has not authorized <br />construction contracts and the city is a few meetings away <br />from obtaining all the input it needs to decide which <br />projects, when and how big. As part of that process, you <br />will be receiving notices from the city. Before the City <br />awards any contracts, the Council wants to be in a position <br />to know what all of those improvements will cost individual <br />property owners within this area. <br />Frank Squadrito asked if everyone in this area would have to <br />have their systems brought up to city code. Councilman <br />Williams explained the proposed ordinance stated that <br />property owners whose individual sewage treatment systems do <br />not meet current Lake Elmo City code have until September <br />1993 to either upgrade their system on site to meet the code <br />or connect to a community drainfield system. <br />
