LAKE ELMO CITY COUNCIL MINUTES MAY 5, 1992 4 <br />Dave Herreid, Wichser & Herreid Architects, stated he is <br />currently hooked up to the off -site system located by the <br />White Hat. Would he be charged? Prew: A forcemain extending <br />from the existing lift station follows the pipe back to the <br />proposed drainfield because there are a number of new <br />residences that will be connected into that sewer system. <br />There is not enough capacity in that drainfield to handle it <br />all so some of it has to be bypassed and put into the <br />proposed drainfield system. As far as the connection <br />charge, he would not be assessed at this time. If at some <br />time in the future that drainfield wears out, at that time <br />he would have a connection charge. Is there a potential of <br />tieing the old feed mill at this time into the system. <br />Prew: The feed mill does not have any plumbing. If in the <br />future they would like to have plumbing, there is an <br />extension of the current sewer that would accommodate them. <br />Kathy Weeks asked why was Laverne Avenue chosen as an MSA <br />project? This project has become so large, could this <br />project be made smaller and just help out the desperate <br />septic problems. <br />Mayor Johnson stated the City has identified 7 or 8 <br />properties that absolutely must hook up and these properties <br />could be hooked up in a greatly reduced plan. At 2565 <br />gallons of water consumption a day, we could put in a <br />holding tank at 10,000 gallons and simply contract with a <br />septic pumper. We also have a pipe that goes under Lake <br />Elmo Avenue off to the west and White Hat property who has <br />offered property adjacent to the existing drainfield. How <br />will we go about financing this and can the City afford to <br />take the upfront costs and provide a financing plan for <br />residents to hook up. <br />Sue Dunn suggested the City put all the figures together for <br />all the proposed projects so each individual in the affected <br />area can see how much they would be assessed. The City has <br />spent over $20,000 on the MUSA along 194 which would have <br />been nice to have to put on this project. Would the 201 <br />quarterly charge be incorporated in. <br />Mayor Johnson closed the public hearing at 8:30 p.m. <br />The Council indicated they would not take any action at this <br />meeting, but when they finalize the proposal, the city will <br />notify the affected property owners. <br />
