LAKE ELMO CITY COUNCIL WORKSHOP <br />MAY 12, 1992 <br />Mayor Johnson called the city council meeting to order at <br />7:00 p.m. in the City Council chambers. Present: Mayor <br />Johnson, Hunt, Dick Johnson, Mottaz, Williams (arrived at <br />7:18 p.m.), City Engineer Tom Prew and Administrator <br />Kueffner. <br />SURFACE WATER MANAGEMENT UTILITY and ESTIMATED CONNECTION <br />DRAINFIELD CHARGE FOR EACH PROPERTY-: <br />City Engineer, Tom Prew, provided revision (May 12, 1992) of <br />an ordinance adding chapter 750 to the code relating to the <br />creation of a surface water management utility and estimated <br />connection charge. <br />The Council discussed building in a policy statement in <br />Section 750.010 General Operations. <br />1. Surface Water Management Plan <br />2. Maintenance of Existing Ditches, culverts, ponds, <br />etc. <br />3. Capital Improvement in developed areas. <br />4. Equipment <br />5. Planning/Inventories <br />6. Water Quality Improvements <br />-Planning, Improvement Studies <br />-Weeds <br />The City Attorney has not reviewed this revised ordinance, <br />but had reviewed the initial ordinance. <br />The Council asked this ordinance be summarized along with <br />the other proposed projects and clearly explained in the <br />City Newsletter before the City holds any public hearings. <br />The question was asked when would the Finance Director <br />suggest starting the utility billing. It didn't matter when <br />by the Council. When the yearly billing date is decided, the <br />ordinance can be amended. <br />Estimated Connection Charge: <br />Tom Prew reported the connection charge for each property <br />would be the sum of a drainfield charge plus a trench <br />construction charge plus the sanitary sewer pipe charge. <br />The connection charge would be paid when a property owner <br />applies for a connection permit. <br />
